This job requires an individual with experience partnering with the program manager, program planner/scheduler, control account managers and other program team members from the supply chain, quality and operations functions to strategize and create a plan that ensures production schedules and supply and demand requirements are aligned to meet program deliverable requirements.
4. This job requires an individual with excellent interpersonal communication skills (both spoken and written) to include communications with program teams, company management, business partners, and customers.
Basic Function:
The Operations and Logistics Specialist will support both the Reno Facility Operations Director and Production Control Manager responsible for managing the Reno Facility operational execution including: 1) inventory tracking and control, 2) shipping and receiving, 3) facility test scheduling, 4) tooling/test equipment support, and general facility operations support. The Operations and Logistics Specialist will manage Reno Facility tooling and test equipment ensuring both are maintained and replaced as required to maintain a safe working environment and support program demands. In addition, this position will ensure inventory is tracked and controlled from receipt through final disposition.
This job will focus on programs in the prototyping, design and development portion of the product life cycle and, therefore, relies on experience and judgment to organize, plan and accomplish program and operations objectives with a wide degree of creativity and latitude expected to meet demands. The Operations and Logistics Specialist will also assist in the development and creation of standard operations policies and procedures and champion continuous improvement initiatives to successfully support Reno Facility Operations.
Responsibilities:
Performance of the Operations and Logistics role is inclusive of tasks identified below, with minimal supervision.
1. Operations – For Reno site, in a supporting role to the Reno Facility Operations Director
a. Support tasks required to achieve any planned facility modifications
b. Manage facility services (janitorial, facility repairs, facility restocking, access control & security, HVAC, etc.)
i. Ensure equipment service contracts are current and equipment is serviced under warranty or service contract.
ii. Support Facility Audits (Ammunition & Explosives (A&E))
iii. Facility Safety and Security (in coordination with VTS FSO)
iv. Tool Maintenance and Repair (for the shop)
v. Assist with the disposition of obsolete or excess equipment
c. Support Quality Inspection and Calibration processes for all inventory (e.g. supplier inspection reports, calibration flagging, etc.)
d. Recommend capital/overhead equipment procurements and associated budget forecasts for future capital/overhead equipment Annual Operating Plan (AOP)
e. Support Design for Manufacturability for Reno development programs only (in coordination with Quality)
f. In coordination with the program teams, act as the focal for planning, coordinating and scheduling test operations.
2. Logistics – For Reno site, in a supporting role to the Production Control Manager:
a. Continuous inventory tracking of:
i. Direct program assets from receipt, in Stores and through consumption (physically and via gov systems), reconcile and produce accurate inventory reports
1. Interface with PIEE reporting system, record received GFP, submit material transfer requests, and closeout program inventory (disposal schedule submission)
2. Assist in updating the property management system and transferring the active inventory
ii. Indirect material, tooling and other non-expendable equipment inventory, reconcile and produce accurate inventory reports
b. Support annual inventory of all direct and indirect assets creating, reconciling and producing accurate inventory reports
i. Maintain records for all property inventory and equipment / supply procurement actions
ii. Maintain records of all property locations
c. Shipping and Receiving (physical and electronic shipment and receipt)
i. Includes mail receipt and distribution
d. Manage A&E process (training, magazine inventory, handling, receiving, managing permits, etc.)
e. Handles procurement and planning activities specific to Reno indirect material, tooling and other non-expendable equipment (not direct program assets).
i. Creates and maintains Line of Balance (LOB) that tracks demand for indirect material, tooling and other non-expendable equipment
1. Ensure adequate on-hand stock of expendable supplies
ii. Create and track Purchase Requisitions (PR) for indirect demand
iii. Track Purchase Orders (PO), reconcile and produce accurate material status reports for indirect demand
3. Ensure adherence to all internal supply chain and operations processes.
4. Other related job duties, as assigned.
Experience:
Required:
· 4+ years of experience working facility management and/or logistics services for programs in the prototyping, design, and development portion of the product life cycle
Preferred:
· Minimum (3) years of experience managing department of defense (DoD) programs for the U.S. Government
· Experience with AS9100 and DCMA standards
· Demonstrated expertise in Master Production Scheduling
· Demonstrated expertise in lean and six sigma principles
· Experience working Missile Defense Agency programs with MAP/PMAP requirements
Education:
Required: Bachelor’s degree in Supply Chain, Logistics or a related field, or equivalent experience
Preferred: Bachelor’s degree in operations management, supply chain management or a STEM discipline
Skills:
Required:
· Ability to multi-task in a highly collaborative team environment.
· Proven critical thinking ability applied to understanding and solving problems quickly and thoroughly particularly as related to resource allocation, schedule deconfliction, bills of material, material planning, inventory tracking and control, purchase requisitions and purchase orders
· Possess excellent communication skills, with an emphasis on verbal and written communication.
· Proficient in the use of Microsoft Excel
· Overall knowledge of Microsoft Office suite (Word, PowerPoint, Visio, and Project)
Preferred:
· Experience using and managing ERP/MRP systems
· Familiarity and/or experience with Lean Enterprise Institute (or equivalent) principles involving manufacturing, quality, or supply chain management
· Experience in using Integrated Program Management Tools
Other:
Required:
· Must be able to travel approximately 10% of the time.
· Must have ability to obtain and maintain a U.S. Security Clearance at the appropriate level
(requires U.S. Citizenship)
Preferred:
· Currently holds an active DoD Secret Clearance
