Summary

The Syndromic Surveillance Data Exchange Analyst is responsible for performing the following functions:

Lead the Tarrant County Public Health electronic exchange for the North Texas Syndromic Surveillance (NTXSS) and the CDC National Syndromic Surveillance Program (NSSP).

Manage the onboarding of healthcare facilities and coordinate HL7 data validation for NTXSS and NSSP.

Maintain national and local data quality standards and liaise between healthcare facilities, Tarrant County Information Technology Department (ITD), the CDC, and the Department of State Health Services.

Essential Duties and Responsibilities

  • Coordinates and manages projects for the recruitment and onboarding of healthcare facilities to submit electronic syndromic surveillance data to NTXSS and NSSP ESSENCE.
  • Coordinates HL7 message testing and validation to ensure content accuracy and completeness of syndromic surveillance electronic messages submitted by a healthcare facility’s EHR system.
  • Monitors, tracks, analyzes, and reports weekly data quality metrics for syndromic surveillance data in NTXSS and NSSP by utilizing CDC data quality tools. Implements corrective action requests with internal and external stakeholders as necessary to achieve data quality goals as defined in TCPH grant project work plans.
  • Troubleshoots data quality and data submission errors in collaboration with ITD, CDC, and healthcare partners.
  • Coordinates efforts between federal and state program officials as well as over 100 hospital facility data providers and IT staff to maintain syndromic surveillance reporting in compliance with federal reporting criteria for data quality, timeliness, and completeness.
  • Analyzes data and delivers information to support the CDC NSSP grant-funded program at TCPH including, but not limited to, data quality improvement, timeliness, completeness, and performance monitoring.
  • Administers user access and data access rules for NTXSS and NSSP ESSENCE.
  • Maintains knowledge of local, state, and federal reporting standards and the Promoting Interoperability programs.
  • Performs all other duties as required.

Minimum Requirements

TO APPLY, must possess a Bachelor's degree or higher in Public Health, Health Informatics, Information Systems, or other systems disciplines.

TO APPLY, must have Two (2) full-time years of work experience in public health, healthcare-related project management, or a related field.

TO APPLY, must have a valid and current driver license. Note: A Texas driver license is required to hold the position.

Experience with syndromic surveillance and knowledge of promoting interoperability programs is strongly preferred.

Experience running reports, analyzing data, reporting results, and communicating information in both written and oral formats to relevant stakeholders.

Project management experience with a focus on managing multiple projects simultaneously.
Technical knowledge of Health Level Seven (HL7) messaging and messaging guides is strongly desired.

Knowledge of clinical terminology and coding standards such as ICD-9, ICD-10, LOINC, and SNOMED a strong plus.

Strong written and verbal communication skills.

Ability to work independently and complete projects on time.

Preferred exposure or knowledge of HIPAA requirements.

Demonstrated skills and experience in basic SQL data base analysis, R, SAS or SPSS analytics tools.
