Dinuba Children’s Services (DCS) is an outpatient children’s mental health services program serving the northern part of Tulare County (Dinuba, Cutler, Orosi and surrounding areas). DCS is a contracted services provider of Tulare County Health and Human Services Agency. Our professional staff help children and their families with emotional, behavioral and relational problems.

JOB SUMMARY

The Mental Health Professional – Team Lead reports to the Program Director and is responsible for coordinating and overseeing day to day activities.

ESSENTIAL JOB RESPONSIBILITIES

  • Responsible to perform duties as assigned by the Program/Clinic Director in the areas of program procedures, personnel, evaluations and clinical services.
  • Employees shall follow the reporting requirements for incidents of Child Abuse, Elder Abuse, Adult Abuse, Dependent Adult ABUSE, and Tarasoff warnings per California reporting laws.
  • Attend, facilitate, and participate in staff meetings and on-site staff training.
  • Provide supervision and training to all staff members assigned to the team.
  • Monitor and track services to consumers who have accessed services.
  • Ensure high-risk cases are monitored until stabilized, whether new cases or in conjunction with cases already assigned to other teams.
  • Monitor adherence to and train staff in the areas of data input and workflow as it relates to the use of Electronic Medical Records (EMR).
  • Maintain good relationship with clinics, co-workers, government representatives and any other individuals with whom the Agency is transacting business, and relate to them in a professional manner.
  • Assist in reviewing case files to assure compliance with State and Federal government policies, procedures and rules (EPSDT compliance).
  • Prepare reports and correspondence as required.
  • Utilize applied principals of critical incident management.
  • Co-lead and facilitate quarterly all-access meeting in coordination with the other clinics.
  • Train staff in the uses of Targeted Case Management services and principals.
  • Work with Program Director or designee and HR to address any employee-related matters.
  • Maintain a safe work environment for staff and clinic.
  • Will drive on Agency business as needed.
  • Think and act quickly and efficiently in emergencies.
  • Employees are expected to manage their cell phone use so that the Agency cell phone stipend covers all business usage. Any calls not covered by the stipend are to be made on a company landline phone.
  • Comply with all Turning Point Safety policies and procedures, including but not limited to: workplace safety, reporting work related injuries, Infection Control and preventing potential safety risks for staff, clients and others.
  • Punctual and regular attendance is an essential responsibility of each employee at Turning Point. Employees are expected to report to work as scheduled, on time and prepared to start working. Employees also are expected to remain at work for their entire work schedule. Late arrival, early departure or other absences from scheduled hours are disruptive and must be avoided.

ESSENTIAL JOB REQUIREMENTS

  • Licensed: Licensed in the State of California as a Clinic Social Worker or Marriage Family Child Therapist with at least two (2) years’ post-licensure experience.
  • Hours Completed: A Master’s degree in behavioral science with a current intern registration (M.F.T or L.C.S.W.) and hours completed.
  • Unlicensed: A Master’s degree in behavioral science with current intern registration (M.F.T or L.C.S.W.).
  • Must be registered with BBS.
  • Should be eligible to supervise waivered clinics.
  • Should have experience managing clinical staff.
  • Demonstrated skills in clinical mental health services with individuals, families, and groups.
  • Knowledge of mental illness and effective treatment approaches to mental disorder to include evidence-based modalities of treatment.
  • Must have experience managing crisis and applying crisis intervention skills.
  • Must remain knowledgeable of the new developments in the mental health field including changes in laws and regulations.
  • Ability to use equipment necessary to complete the responsibilities of the job.
  • Communicate effectively in written and spoken English.
  • Ability to communicate effectively in written and spoken Spanish preferred.
  • Establish and maintain community relationships.
  • Ability to operate within Electronic Medical Records (EMR) system.
  • Must be available by cell phone as needed.
  • Intermediate computer skills in Microsoft Word, Excel, Outlook and PowerPoint, Office 365, Teams Zoom and other communications/meeting platforms.
  • Possess a valid driver’s license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws. Agency insurer authorization is required.
  • Ability to pass a criminal background check.
  • Ability to pass a pre-employment physical, drug screen, general physical, and TB test.
  • Must maintain good relationships with current, future and past employees, co-workers, vendors, third party administrators, and others with whom the Agency is transacting business, and relate to them in a professional manner.

ESSENTIAL JOB REQUIREMENTS FOR MHP TEAM LEAD

  • Licensed in the State of California by the Board of Behavioral Sciences (BBS) as a Clinical Social Worker (LCSW), Marriage Family Child Therapist (LMFT) with at least two (2) years of post-licensure experience.
  • Ability to provide direct mental health services to individual, families, and/or groups.
  • Knowledge of mental illness and effective treatment approaches to mental disorder, including evidence based practices.
  • Provide administrative oversight of licensed or unlicensed mental health providers including in the areas of case management, treatment planning, coordinated care, etc. in accordance to standards set by Program Director.
  • Provide effective communication and oversight to a team of clinical providers (up to 10), that consistently meets Agency mission statement and program objectives.
  • Knowledge of and adherence to records keeping procedures related to physical health information, confidentiality, privacy and security in accordance to the Health Insurance Portability and Accountability Act (HIPAA).
  • Must remain knowledgeable of the new developments in the mental health field including changes in laws and regulations.

ESSENTIAL JOB REQUIREMENTS FOR BBS SUPERVISORS

  • Licensed as and L.M.F.T or L.C.S.W. or L.P.C.C. for 2 years or more and is able to provide clinical supervision in accordance with the regulations of the California Board of Behavioral Science (BBS), to A.M.F.T., A.S.W., or A.P.C.C. staff.
  • Has taken or is able to take (required immediately after hire) BBS approved courses to become valid BBS Supervisor of associate clinicians.
  • Demonstrate knowledge and abilities to supervise clinical staff, to provide clinical assessments and interventions using individual, family, and group modalities.
  • Expertise in supervising and training staff in record keeping, documentation procedures, and client/record confidentiality, as required by professional and legal standards in the State of California, and Turning Point of Central California Policy and Procedures.

ESSENTIAL JOB REQUIREMENTS FOR BILINGUAL SKILL

  • Communicate effectively in written and spoken Spanish.
  • Required ability to communicate effectively with monolingual Spanish speaking clients and families for all clinical purposes.
  • Assist with phone calls for Spanish clients.
  • Required to provide language translations for case managers and Physicians on a periodic basis.
  • Minimal adequate competency in the Spanish language as evidenced by successful passage of the TPOCC Spanish Competency Test.
  • Other translation tasks as required.
