The Community & Behavioral Health division has an opening for a Tobacco Program Manager. This position will oversee the Tobacco Program that encompasses compliance and enforcement, education and prevention and policy efforts.
Job duties and responsibilities of this position include, but are not limited to, the following:
  • Manages programs, projects, and operational work of the tobacco program. This includes setting strategic goals, applying for funding, identifying and pursuing policy opportunities, guiding evaluation and reporting, developing communications, and working closely with division and department leadership to ensure alignment of work to achieve goals.
  • Identify opportunities to align, leverage and collaborate across Division, DDPHE, City Agency initiatives and external partners, with the work of the tobacco program in support of equitable and upstream approaches.
  • Supervises staff including planning, scheduling and coordinating work, establishing individual goals and priorities, resolving unforeseen operational, procedural or personnel problems, providing job-related training, promoting skill development and fostering a high level of employee engagement.
  • Directly supervise approximately 4 FTE working in compliance, education and prevention, and policy related to tobacco control.
  • Manage annual and grant specific budgets from a variety of sources (City general fund, private foundation grants, public formulary funding, etc.)
  • Implement evidence-based, innovative and policy strategies to address tobacco control and prevention including the identification of key stakeholders and target populations, data-tracking, and reporting.
  • Along with all department staff, this position will actively participate on an emergency preparedness and response team to support DDPHE’s responsibilities outlined in the City’s Emergency Operations Plan. This may require being ‘on-call’ from time to time to help respond to emergencies. Additional training commensurate with assigned duties will be provided.

About You

  • Experience interpreting data and then applying approaches that center equity, leverage public health systems, and impact population health.
  • A proven ability to lead/manage a team comprising diverse skill sets, including motivating and empowering employees to be autonomous in their work, innovate through change and have a high degree of engagement
  • Ability to co-create strategic visions, structures, metrics and policy priorities to guide a diverse team toward common goals.
  • Ability to resolve complex problems, identify and eliminate barriers, contribute creative solutions, and leverage support when needed to deliver exceptional results
  • Ability to build meaningful multi-sector partnerships and engage with other City or State agencies and external partners in order to establish or refine processes and policies that serve mutually beneficial outcomes.
  • Experience in one or more elements of tobacco control, for example compliance/enforcement, prevention/cessation, education, or policy.

  • Education requirement: Bachelor's Degree
  • Experience Requirement: Three (3) years of professional experience conducting scientific research and/or analysis on a variety of environmental issues as required by the specific duties assigned to the position.
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
  • License/Certifications: Requires a valid Driver's License at the time of application. Licenses and certifications must be kept current as a condition of employment.
