The Opportunity
WSDOT is currently seeking a Transportation Engineer 2 (TE2) to serve as a Travel Analyst in Tumwater, WA. Under the direction of the Lead Travel Analyst, the top candidate will be responsible for utilizing advanced knowledge in the field of traffic engineering to perform analyses, produce summary reports of findings, and provide recommendations relative to project goals. The incumbent will analyze traffic data, land use plans, and other relevant information to help develop future growth rates for intersections and networks. The Travel Analyst will support WSDOT’s mission of providing safe, reliable, and cost-effective transportation options to improve communities and economic vitality for people and businesses by contributing to the Transportation Data, GIS, and Modeling Group’s goal of helping the Department make better decisions through better data. What to Expect
Among the varied range of responsibilities held within this role, the Travel Analyst will:


  • Receive, evaluate, and clarify requests from regional project offices for interim liquidated damages relative to upcoming WSDOT contracts.
  • Interpret contract plans, identify pertinent available traffic data, and use this information to compute societal costs resulting from traffic delay due to failure to reopen roadways by contracted times.
  • Develop holiday forecast charts for the WSDOT Communications Office.
  • Maintain models and templates per direction from the lead analyst and supervisor.
  • Perform traffic operational analyses using the methods derived from the Highway Capacity Manual.
  • Develop traffic projections for planning and design needs.

Qualifications
To be considered for this opportunity, the following are required:
  • Two (2) years of experience as a Transportation Technician 3 (TT3), Transportation Engineer 1 (TE1), Transportation Planning Technician 3 (TPT3), Transportation Planning Specialist 1 (TPS1), or equivalent, with primary duties focused on travel analysis and estimation, such as
    • Traffic forecasting, capacity analysis, travel trends, or traffic data processing;
    • Estimating current and future travel demand; and/or
    • Estimating traffic capacity and societal costs for work zones.
OR
  • One (1) year of the above experience AND a bachelor’s degree with major study in civil engineering, transportation engineering, urban planning, or a closely related field.

AND
  • General computer literacy, including proficiency with databases, the internet, and the Microsoft Office suite of software.
  • Demonstratable, advanced proficiency with Microsoft Excel, including but not limited to the ability to write multi-level nested formulas and lookup functions, create and format charts, assign conditional formatting to cells, and import data from text files.
  • Ability to receive input and communicate clearly and effectively, both verbally and in writing. This includes the ability to create clear and comprehensive procedures manuals and concise and professional summary reports of analyses for internal and external consumption.
  • Ability to learn within six (6) months how to extract data from the roadway and traffic datamarts, the WSDOT ECM Portal, published reports, and other sources.
  • Ability to accurately compute percentages, round numbers, and solve basic algebraic equations.
  • Ability to work at a computer for hours at a time.

It is preferred that qualified candidates also have:
  • A Bachelor’s degree with major study in civil engineering, transportation engineering, urban planning, or a closely related field.
  • One (1) year of experience using traffic modeling software.
  • One (1) year of experience using the Highway Capacity Manual, Highway Capacity Software, or related programs.
  • One (1) year of experience reading and understanding highway construction plans and specifications.
