We are so excited to announce a new Project position for IT Business Analyst - Journey, for the Time, Leave, and Attendance Project, here at our beautiful Headquarters, in scenic Olympia, Washington!

Please note: This Project position is expected to last 18 months from the date of hire. The normal work hours are Monday through Friday, 8:00 am to 4:30 pm.

In addition, we provide critical community services through a variety of programs, and at our four State Veterans Homes located in Orting, Port Orchard, Spokane, and Walla Walla. These locations provide Medicare and Medicaid nursing home care to honorably discharged veterans, including, in some instances, their spouses, widows, or Gold Star.

Time, Leave, and Attendance Project: This position will support the IT Planning & Prioritization Strategies office as a Business Analyst leading small to medium projects independently and supporting large products under the guidance of the Senior BA respectively. The incumbent will be primarily focused analysis and design work to capture WDVA’s business digital transformation path forward, the time, leave, and attendance initiatives, and any related business analyst work as determined by the needs in IT.

Also in this position, you will create better business outcomes for customers through use of business analysis best practices and their innovative business analysis approach to the completion of all sized projects they are involved in supporting. You will lead subject matter practitioners in business and technology projects by facilitating intuitive sessions intended to solve complex problems within business workflows.

Duties

Some of what you'll be doing in either of these positions would include:


  • Design, develop and document the business analysis that work to solve complex business problems that successfully align with the BABOK, project management methodology and the Software Development Life Cycle (SDLC) using existing best practices, standards, and procedures.
  • Document the business requirements for new and existing solutions and derives current and future state mapping solutions for informed decision making.
  • Identify and analyze risks associated with changes to applications/systems and recommends mitigating measures and solutions.
  • Analyze data integrity of existing and new systems and direct or plan data cleanup or process improvement opportunities from derived analysis.
  • Perform gap analysis and makes recommendations for a possible technical and business solution and establishes mitigation strategies for gaps in solutions.
  • Communicate recommendations from analysis to project stakeholders or business partners based on project type.
  • Perform stakeholder management analysis to support projects and outcomes for process improvement mapping activities.
  • Identify and develop stakeholder plans for establishing and maintaining relationships with stakeholders.
  • Plan an approach for establishing and maintaining relationships with stakeholders.
  • Conduct stakeholder analysis meetings, collaborate with various roles of staff to ensure successful collaboration and facilitation of activities occur.
  • Liaison between the business area, developers and all other stakeholders to ensure mutual understanding of the change and its impacts.
  • Enable and champions the changes before, during and after implementation of any product or deliverable.
  • Design, develop and execute change management plan strategies following best practice techniques to ensure stakeholders evolve with the change timely.
  • Define data through KPI’s and other metric forms for stakeholder decision making ease.

Qualifications

Required:

  • An associates degree and 3 years of *relative IT experience.
OR
  • Bachelor’s Degree in Information Technology, Computer Science, or relatable degree, and 1 year of *IT relative experience.
OR
  • Master’s Degree in Information Technology, Computer Science, or relatable degree.
OR
  • 5 years of experience of *relative IT experience.
  • Relative IT Experience includes systems and software business analysis, design, software, or systems development following the software development lifecycle following agile scrum development practices or leaning toward scrum/Kanban development practices. Have expertise in analyzing, designing, implementing, maintaining, or programming computer software applications/databases

Preferred/Desired:
  • Certification in LEAN and/or Agile methodologies.
  • Certification in Change Management.
  • 2 years of experience deploying COTS products as technology solutions within an IT division of a comparable size.
  • 2 years of Business Analysis experience, or project experience.
