Position Overview

The Illinois Department of Public Health is seeking a highly motivated individual to perform technical accounting work in maintaining established general accounting books. Utilizes the Accounting Information System (AIS), and prepares and maintains files, records, and documents. Functions as the Division’s accounts receivable manager to manage the average of over fifty thousand individual fee requests received annually by the Division and acts as the Division’s liaison with IDPH Accounting Services.

Job Responsibilities

1. Processes the various requests and forms received and manually enters the accounting and requester data into the Accounting Information System (AIS).

  • Assigns applicable accounting AIS accounting codes to transactions.
  • Analyzes the transactions to ensure their correctness. This analysis is both to ensure fee accounts receivable accuracy and to document validation.


2. Reviews and performs evaluations of request forms received from all sources including but not limited to, federal, state and local governments, hospitals, researchers and the general public.

  • For those requests received with cash, check, money order or credit card, review and prepare the forms for manual entry to the Accounting Information System (AIS).
  • For those received without a required fee, prepares correspondence to be sent to the requester detailing the required information needed for their specific request.
  • Utilizes the Illinois electronic birth and death system as a resource for these duties.


3. Prepares checks, cash, money orders, and credit card payments received.

  • Reconciles with known data and forwards to IDPH Accounting Services.
  • Examines and verifies accuracy of the accounts payable and ensures compliance with accounting rules and procedures.
  • Creates and generates reports in AIS for distribution to IDPH Accounting Services on a daily basis.

4. Manages and maintains the Death Certificate Surcharge Fund and the Cemetery Oversight Fund Accounting Database.

  • Conducts quarterly reviews to ensure receipt of monthly funds and corresponds with local registrars and county clerk offices regarding missing funds.
  • Maintains a cooperative working relationship with local registrars and county clerk offices, effectively communication both verbally and in writing regarding the submission of funds.


5. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of two years of college and completion of an approved training course or three years of related clerical bookkeeping experience.


Preferred Qualifications

  • One year of vital records experience working with a birth and death electronic system.
  • Working knowledge of agency programs, policy and objectives.
  • Working knowledge of generally accepted accounting principles.
  • One year experience analyzing and interpreting data and effectively conveying the results.
  • One year experience working with an Accounting System.
  • One year work experience with Microsoft software products including Word, Excel, Outlook and PowerPoint.
