General Description of Duties

GENERAL DESCRIPTION OF DUTIES
The purpose of this position is to execute the planning, development, and financial processing of housing grant funds and to coordinate the growth of the inventory of safe and affordable housing in unincorporated Leon County.

ESSENTIAL DUTIES
Manages loan portfolio and record retention. Serves as the Division's loan portfolio manager and lead closing agent including the production of new grant funded mortgages and other security instruments. Serves as the Division's records retention officer, ensuring that all records are properly created, sorted, managed, and ready for external monitoring. Maintains template contracts, mortgages, housing agreements, and other legal documents according to state and federal rules.

Performs grant sub-recipient and developer oversight. In coordination with the Purchasing Division, prepares, solicits, and scores requests for application for Home Ownership Development, Rental Development and other programs. In coordination with the County Attorney's Office and the Purchasing Division, prepares and coordinates the execution of contracts with sub-recipients and developers. Leads the compliance monitoring of all sub-recipient/developer contracts to ensure requirements are met for legal and ethical standards, insurance, performance, warranties, et cetera.

Leads coordination of citizen committees and drafts written reports. Schedules and prepares meeting materials for the Affordable Housing Advisory Committee and Community Development Block Grant Task Force as well as staff reports for Housing Finance Authority of Leon County. Assists with agenda item preparation on Housing Services and affordable housing issues.

Provides operational oversight. Performs routine pre-audit monitoring for all housing services programs. Maintains Housing Assistance Plans and other program policy and procedures. Trains and coaches staff on policy and procedures to maximize individual and team performance. Prepares draft annual, semi-annual and quarterly reports for all housing program grants as required. Participates in the determination of customer eligibility during periods of high volume (typical duties of Career Service staff). - Serves as Acting Housing Services Manager during his/her absence.

Monitors processing of programmatic expenditures for accuracy and compliance. Reviews and approves program payments and purchase requisitions. Coordinates the correction of financial records and preparation of required external reporting with the Financial Compliance Administrator. Completes and maintain SHIP, CDBG, HFA, and other housing program funding source tracking reports using appropriate ERP software, including Neighborly Software.

Facilitates Affordable Housing grant opportunities. Works with Housing Services Manager and Financial Compliance Administrator to research potential affordable housing grant opportunities. Assists the Housing Services Manager and Financial Compliance Administrator on grant applications by writing and researching application material. Coordinates with the Financial Compliance Administrator to manage all grants awarded and provide project planning.

The supervisor sets the overall objectives and resources available. Supervisor and employee, in consultation, develop deadlines, projects, and work to be done. The employee plans and carries out the assignment, resolves most of the conflicts, coordinates work with others and interprets policy on own initiative. The employee keeps the supervisor informed of progress, potentially controversial matters, or far-reaching implications. Employee must be highly autonomous.

Work involves internal and external customer contact with staff and citizens.

EQUIPMENT AND TOOLS USED
Personal computer; word processing, spreadsheet (Excel), and database software; E-mail; ERP Software (Neighborly); basic calculator, and a car and/or light truck are some of the tools and equipment used.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work involves sitting mainly at a desk and/or computer in a chair. Work also involves some standing. Work is typically performed indoors.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of Housing and community organizing principles, practices, and requirements; Ability to effectively apply administrative and management principles and practices; Knowledge of County policy, codes, procedures, and core values; Ability to use basic office equipment including computer and County software: e-mail, Word, Excel, Banner, and FinWeb; Ability to work well with community groups, elected officials, media, low income clients, contractors, and external agencies on complex, often controversial issues; Ability to make timely, independent, and sound decisions; Ability to communicate well orally and in writing; Ability to interpret and review legal contracts and agreements; Ability to facilitate meetings and coordinate solutions.

MINIMUM QUALIFICATIONS
Requires a Bachelor's degree in Public Administration, Business Administration, Real Estate Management, or a related field and two years of related work experience; or an equivalent combination of training and experience.

Necessary Special Requirements:
A valid Florida driver's license and have a favorable driving record.

All Leon County employees (regular full-time and part-time, OPS, and PRN) are required to work before, during and after a Declared Local State of Emergency (DLSOE). Participation is considered a condition of employment.

FLSA STATUS : Position is Exempt. Work involves the use of independent judgment as detailed in the essential functions of the job.
