The Washington State Office of Superintendent of Public Instruction (OSPI) seeks to fill an Assistant Director of Multi-tiered System of Supports (MTSS). This full-time position that may be based in Olympia, Washington, but remote work options from other locations in Washington are available. Position Overview
This position directly reports to the Director of Multi-Tiered System of Supports (MTSS) in the Center for the Improvement of Student Learning and is responsible for the daily oversight and coordination of contracted regional implementation coordinators who provide training, coaching, and technical assistance to school districts on readiness and implementation of the Washington MTSS Framework. Facilitates the development of MTSS training and coaching materials and methods. Determines, oversees and coordinates training of the regional implementation specialists in MTSS, implementation science, adult learning, and related areas. Coordinates the collection, analysis, and integration of training and coaching data. Manages performance-based contracts with regional contract entities.


Key Responsibilities

Oversight of Regional Implementation Coordinator (RIC) Program
  • Understands, communicates, and supports the implementation of agency priorities and divisional objectives.
  • Manages implementation of the cohort model of MTSS technical assistance program to districts.
  • Develops, provides, and coordinates the initial and on-going professional development of the regional implementation specialists and incorporates outside expertise as necessary
  • Supervises the substantive work of the regional implementation coordinators and provides coaching to expectations.
  • Participates regularly on the cross-divisional MTSS implementation team for content development and alignment.
  • Works with the MTSS director to ensure the effectiveness, consistency, and coherence of the MTSS framework and technical assistance on implementation.
  • Provides observation and feedback to regional coordinators on the quality and fidelity of training and coaching services they provide.
  • Ensures that regional coordinators receive training and ongoing professional development in culturally responsive and other practices that support inclusive and equitable student outcomes
  • Develops content and processes aligned to professional learning best practices.
  • Supervises regional implementation coordinator contacts with school and district teams.
  • Provides technical assistance consistent with agency and divisional objectives.
  • Develops and maintains collaborative partnerships with internal and external stakeholders, including CISL and other OSPI staff, ESDs, school districts, schools, family organizations, and other project partners consistent with divisional expectations and objectives.
  • Collaborates with the Director of MTSS and other stakeholders to continuously engage in the development of documented operating procedures for the work and processes of the Regional Implementation Coordinator Network.
  • Enhances and implements processes for obtaining program data and other information from regional implementation specialists.
  • Reviews and supports the accuracy and relevance of posted information directed toward regional implementation coordinators.
  • Develops, coordinates, or implements communication to connect regional implementation coordinators programming with current agency information on related legislative requirements, grant requirements, or research-based practices.
  • Maintains current MTSS resources for reference by regional implementation specialists and school district audiences.
  • Identifies solutions that are consistent with legal requirements and divisional objectives.
  • Writes, prepares reports or presentations, and edits periodic responses pertaining to MTSS implementation.

Data Collection and Analysis
  • Collects annual and semiannual data from regional coordinators in the state through the designated data system, consistent with direction provided by data use leadership.
  • Facilitates the collection of training logs and other technical assistance data from RIC’s.
  • Provides leadership for the regular utilization of aggregate and disaggregated data related to training and coaching, implementation fidelity, and student outcomes.
  • Reviews data from regional specialists to ensure the delivery of culturally responsive practices by districts receiving MTSS implementation support.

Program Accountability
  • Ensures alignment of regional implementation coordinators activities with the program design.
  • Supports the collection and reporting of program outcomes to federal and state funding entities.
  • Uses program information to coordinate and support continuous improvement collaboration, communication, and professional learning.
  • Submits information about the program to other state agencies, legislature, and the public as directed, in coordination with divisional leadership.


Required Qualifications:

  • Bachelor's degree and a minimum of 4 years of experience at the school, district, state, or regional level using data to result in changed outcomes for staff and students.
  • Minimum of 1 year of experience implementing or coaching Multi-Tiered System of Supports (MTSS).
  • Education or work experience in data collection, analysis or use in problem solving.
  • Demonstrated successful ability to manage multiple projects simultaneously, to prioritize tasks, and meet deadlines.
  • Ability to develop and maintain positive relationships with colleagues and a variety of stakeholders, including school district and educational service district staff, researchers, and/or district and state policymakers.
  • Experience teaching or presenting to adult audiences.
  • Support the state's goals for student equity and workforce diversity
  • Maintains the highest standard of personal, professional, and ethical conduct

Desired Qualifications:
  • Three years supervisory or management experience – preferably with remote employees or contractors.
  • 3 years of experience implementing or coaching Multi-Tiered Systems of Support (MTSS)
  • Experience in implementing educational reform at the district or state level.
  • Experience promoting culturally responsive and equitable practices at a school or district and working to reduce disparate outcomes for students
  • Master's in education, counseling, psychology, or other social science
  • Skilled at positively influencing educational outcomes at a building, district, regional, or statewide scale
  • Experience communicating effectively with parents and community members regarding educational improvement and research
  • Understands project development and management, task management, long-range planning, and program evaluation; has strong organization, writing, and facilitation skills. Projects will include working with employees, contractors, support staff, division partners, and school and district personnel

Compensation

The annual compensation for the position is $94,047 - $103,250 per year and depends upon experience, educational background and qualifications. Geographic differentials may be applied based on work location of successful candidate. Washington State offers a generous benefit package including health, dental and life insurance, retirement and an optional deferred compensation program. This position serves at the pleasure of the Superintendent, and is Civil Service Exempt. This position is not represented by a bargaining unit.
