Duties and Responsibilities

In this General Attorney position, you will be a key member of the legal team in the Office of Assistant Chief, Office of Chief Counsel, U.S. Customs and Border Protection (CBP), located in Laredo, Texas.

CBP, a component of the Department of Homeland Security (DHS), is one of the world’s largest law enforcement organizations and takes a comprehensive approach to border management and control, combining customs, immigration, border security, and agricultural protection into one coordinated and supportive activity.

Typical duties include:

  • Providing legal advice and legal representation for CBP law enforcement personnel in matters relating to CBP activities and functions.
  • Performing legal research into laws, regulations, decisions, and other precedents bearing on legal issues involving CBP to include Customs and Immigration laws.
  • Providing ethics advice, representing CBP in various third-party administrative hearings on matters such as employee discipline, contract arbitration, broker license revocation, and adverse actions; prepares litigation reports, affidavits, and other documents to assist the Department of Justice in civil actions involving CBP.
  • Preparing legal memoranda and proposing legislation for CBP; examining petitions related to civil penalties and forfeiture of assets; providing current information and training to the field concerning significant changes occurring in laws and procedures which may affect CBP operations.
  • Formulating decisions and judgments with reference to resolving claims for and against the government arising out of CBP operations.

Salary and Benefits

The starting salary of this General Attorney position is $71,562 (GS-11, Step 1) to $156,685 (GS-14, Step 10) with promotion potential to $156,685 (GS-14, Step 10).

Qualifications

The General Schedule grade level (GS- 11 through 14) that you will be eligible for, and your potential starting salary will be based upon your education AND your quality and length of your attorney experience.

Education: Applicant must be a graduate from a full course of study in a School of Law accredited by the American Bar Association and be an active member in good standing of the bar of a state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.

Specialized Education: Recent law school graduates may be appointed to attorney positions at the GS-11 level with the following additional qualifications: rank in the top 1/3 of graduating class; participation on the school's official Law Review; membership in the Order of the Coif; or winning of a moot court competition. An interim appointment of 14 months may be made pending the selectee's admission to the bar. Selectee will be required to provide admittance and standing to the Bar and must provide a copy of their official law school transcript.

Citizenship: You must be a U.S. Citizen to apply for this position.

Residency: You must have had primary U.S. residency (includes protectorates as declared under international law) for at least three of the last five years.
