Position Summary: The Business Applications Analyst II’s role is to plan, develop and launch efficient business systems in support of core organizational functions and business and clinical processes. This includes gathering and analyzing data in support of business/clinical needs, proposed projects and systems requirements. The Business Application Analyst II also works closely with key stakeholders to define business/clinical systems requirements and identifying solutions to business/clinical issues. The position will apply proven communication and problem-solving skills to maximize the benefit of information technology investments.

Starting Salary $50,000

ESSENTIAL RESPONSIBILITIES:

Activities include but are not limited to the following:

  • Works with decision makers, systems owners and end users to define business operational requirements and provide technology solutions to maximize efficiency and provide management information for decision making.
  • Analyzes the effectiveness and efficiency of existing systems and develops strategies for improving or further leveraging these systems.
  • Assists key stakeholders in the planning, design, development and deployment of new applications and enhancements to existing applications.
  • Works directly with managers and the key stakeholders by developing end-user solutions that do not require high-level technical expertise through the use of standard toolsets such as Access, Excel, Cognos, SQL, etc.
  • Acts as Electronic Health Record (EHR) and Electronic Medical Record (EMR) system administrator
  • Generates standard and custom reports
  • Works closely with Compliance and Billing to integrate regulatory compliance into systems design
  • Ensures record accuracy and compliance with HIPAA, Medicaid, OPWDD, and DOH Regulations.
  • Gather business requirements for new application development and change requests
  • Coordinates the technical relationship for outsourced applications.
  • Works closely with key vendors, other agencies and outside organizations to collaborate and increase functionality of business systems.
  • Drive awareness of change management activity for IS ensuring that the business impact of change activity is understood and risks to business processing highlighted.
  • Establish a work environment that creates positive communication between supervisors and employees and assimilates new employees to the Agency’s culture, values and mission.
  • Ensure compliance with all pertinent government and agency regulations and operating standards.

QUALIFICATIONS/EDUCATION/EXPERIENCE

  • Bachelor’s degree in management information systems, business administration, computer related education, or bachelor’s degree in other concentration with three-year experience with supporting business applications.
  • Knowledge of HIPAA, Medicaid, OPWDD, and DOH Regulations
  • Advanced technical skills.
  • Excellent documentation skills.
  • Fundamental analytical and conceptual thinking skills.
  • Experience creating detailed reports and giving presentations.
  • Skills in overseeing the design, development and implementation of software and hardware solutions.
  • Project Management skills.
  • Excellent written, verbal, listening and communications skills. Ability to explain technical subjects to non-technical users in verbal and written form.
  • Knowledge of relational database development concepts including data warehouses
  • Knowledge of common software applications, database applications and report writers including MS Office, Outlook, Access, SQL Server, Cognos, Office 365, SharePoint, video editing software, flowcharting software, and Visio.
  • High experience with EHR and EMR software/web based applications.
  • Knowledge of work flow and process management.
  • This position does not have regular and substantial unsupervised or unrestricted physical contact with individuals receiving services and is not required by law to be fingerprinted for a criminal history record check under OPWDD (Office for People with Developmental Disabilities), OCFS (Office for Children & Family Services) or OMH (Office of Mental Health).
  • Travel is required. Must have a valid New York State Driver’s License.
  • Must possess the ability to make independent decisions when circumstances are warranted.
