Introduction
CTSI is pleased to offer a sign-on bonus for this position of $2,500. The selected applicant shall receive one-half the incentive in the first paycheck and the second half after successful completion of 6 (six) consecutive months of employment provided the employee remains employed. The Sign-on Incentive is not part of the base salary calculation and is considered taxable income. The Sign-on Incentive is not included in retirement salary calculations. A full copy of the incentive policy is available upon request.
The position of Case Manager for Family Services is responsible for assisting the Program Administrator in recommending and providing services that protect the best interests of Siletz children and of the Tribe and its customs and culture, as provided by the Siletz Constitution. This will require frequent, planned contact with families to assess progress toward goals, communicating and planning with multiple partner child welfare agencies and programs to ensure provision of appropriate services and assess service effectiveness.
Requirements
Bachelor’s degree in one of the behavioral or social sciences, and, one year of professional experience in providing social services to children and/or their families – OR – five years of an equivalent combination of education and/or experience. Knowledge in: State and federal law regarding Indian Child Welfare. The Indian Child Welfare Act. State of Oregon DHS child welfare practices. Court processes pertaining to Indian Child Welfare. Out of state jurisdictional issues and how to access the ICWA process in other jurisdictions. Word Processing. Excel spreadsheet and database presentation software. Multi-disciplinary Teams, meetings and roundtables. Child Protective Services dynamics and thresholds for Indian children entering care. Early intervention practices to help stabilize and preserve families. Family dynamics that make children candidates for foster care. Strengthening and preserving family connections. Cultural practices as they relate to Siletz families and children. Experience in: Working with Native American cultures and values, preferred. Work that focuses on maintaining family cohesion. Manage and maintain confidential information. Maintain professional demeanor in stressful situations. Use of office equipment including word processing equipment and computers. Ability to: Communicate effectively using both verbal and written skills. Perform multi-tasks in a fast paced and stressful environment. Work with angry, disgruntled client(s) in a cooperative and effective manner. Work in-depth with families at risk for having children removed from their care. Work with angry, disgruntled clients in a cooperative and effective manner. Represent tribal child welfare policies before state agencies, courts, and tribal courts. Represent Indian child family practices and cultural norms during investigations of abuse and neglect. Communicate with authority the practices of preservation of Indian families during child welfare investigations. Identify natural supports for families and children. Connect families and children with community resources. Write comprehensive and complex reports of situations and scenarios based on observable home conditions. Support conclusions of home interventions with compelling and comprehensive documentation. Read, analyze and interpret complex documents. Respond effectively to the most sensitive inquiries or reports of concern. Solve practical problems utilizing policies and procedures to deal with a wide variety of concrete variables in situations where only limited standardization exists. Other: Possess enthusiasm, compassion, tact, and understanding of the social problems and cultural needs of Native Americans. Must be highly organized and a self-starter. Communicate effectively and work well with others. Represent the Tribe in a professional manner in contact with a diverse set of individuals within and outside the Tribe. Must possess a valid Oregon State driver’s license, motor vehicle insurance and be eligible to drive a GSA vehicle. An applicant selected for this position must pass mandatory drug screening, in-depth background check for any incidence of criminal activity, child abuse or child neglect per Siletz Tribal Code § 2.800 (c) Pre-Employment Background Check (1) “All criminal history background investigations shall meet or exceed the standards required under the Indian Child Protection and Family Violence Prevention Act, 25 U.S.C §3201 et esq. and 25 C.F.R. Part 63”.
Duties:
The duties in this position are focused on children and families eligible for Tribal child welfare services. Assist in planning, implementing and conducting the Tribe’s Indian Child Welfare Program in accordance with the mandates of the Indian Child Welfare Act of 1978, and Tribal Ordinances. Provide departmental coverage along with the Family Services Program Administrator/Case Manager – Family Services. Provide services to Siletz children and families to prevent the breakup of tribal families. Develop and implement family service plans focusing on preventing removal. Provide case management to address needs and support strengths of families. Attends monthly child protection team meetings, which includes review of IV-E cases. Assists with the gathering of baseline statistics and preparation of program reports, program evaluation and grant reporting. Keep accurate and detailed case notes that will be entered into Tribal Software. Provide referrals to individual and family therapy to those in need for problem solving, and family stressors including substance use/misuse, family issues, and child neglect. Utilizes existing social welfare and medical resources through application of professional knowledge and awareness of resources, and development of working relationship with other social and health agencies.
After the six-month probation the employee will be evaluated of his/her performance and at that time, it will be, decided if the employee is entitled to a regular employee status.

Conditions of Employment
