Description of Job

Employee Relations Unit
The Colorado Department of Corrections is the largest state agency with close to 6500 employees/positions. The Department of Corrections, Office of Human Resources (OHR), is a friendly, fast paced environment that offers a variety of opportunities for interaction with employees and the public. This position reports to the OHR and the Employee Relations Unit (ERU). This unit is responsible for oversight of employee relations issues to include, civil rights charges, appeals, employee grievances, Americans with Disabilities Act Amendments Act (ADAAA) accommodation requests, employment legal actions, employee appeals and requests for information from outside entities.

Primary job responsibilities include, but are not limited to:


  • Research and compile necessary reports to support departmental response to Colorado Civil Rights Division (CCRD) and Equal Employment Opportunity Commission (EEOC) charges;
  • Draft employee ADAAA packets when requests for accommodation are made, answer questions regarding the process;
  • Process unemployment claims and coordinate with facilities to gather required documentation;
  • Provide technical support by managing ERU inbox, maintaining ERU files and tracking systems and proofreading draft letters;
  • Review appeal claims, gather information, and track decisions;
  • Issue litigation holds, coordinating with the Office of Information Technology, and notifying relevant staff;
  • Process and coordinate completion of settlement agreement obligations;
  • Gather information and respond to subpoena and requests for information from outside entities;
  • Respond to employee inquiries regarding performance issues, policy and employee relations matters;
  • Counsel appointing authorities on legal precedence, CDOC policy and trends;
  • Provide guidance on grievance complaints;
  • Assist with Employee Relations training;
  • Perform other job related duties as assigned or required.

Other vacancies that may occur may include these primary duties:
  • Provide programmatic support on behalf of an executive or director;
  • Serve as the primary liaison between the work unit staff, and program internal and external stakeholders;
  • Provide outstanding customer service to CDOC employees, outside agencies, and the public;
  • Interpret, explain, and apply basic principles, rules, regulations, policies, precedents, guidelines, and objectives;
  • Organize and establish work processes to provide support to management, ensuring the delivery of designated services and optimal office processes;
  • Analyze, evaluate, develop, and implement work processes to achieve program efficiency and deliver needed services effectively;
  • Run reports, research raw data and sort appropriately, in order to provide to executive staff clear and concise information, in order to make best business decisions and/or to report agency status on goals;
  • Provide assistance with technical budget detail matter, such as preparing budget documents, and estimating budget needs;
  • Prepare executive presentations, reports, memos, letters, and other documents;
  • Review records and reports pertaining to activities such as production, processes, and procedures to verify details, monitor work activities, and evaluate program performance;
  • Read and analyze documents, submissions, and reports to determine program significance and proper distribution;
  • Handle all arrangements for the office related to meetings, coordinate events, and other office needs;
  • Update and maintain systems, such as databases and tracking systems, to ensure efficient operation and to ensure timely follow-up on outstanding issues;
  • Implement, revise and create office practices and procedures; adhere to state, fiscal and personnel rules;
  • Other duties, as assigned.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights


Minimum Qualifications
Four years of *general clerical experience. This experience must be clearly described, in your own words, within the work experience section of your application to meet this requirement. Work experience less than full time will be prorated.

  • General clerical duties may include the accurate and timely completion of processing documents and information; data entry; printing, scanning, and making copies; scheduling; accepting reservations or registrations; arrange meeting logistics and equipment; reception and intake; record keeping, filing and maintenance; answering multi-line phones and relaying messages; and general administrative tasks in an office support environment.

Substitutions
College or university course work in Criminal Justice, Business Administration or related field may substitute on a year-for-year basis for the experience. You MUST submit a copy of your unofficial transcripts with your name, college name, degree and date conferred in order to receive credit.

  • Experience interpreting complex rules, regulations, policies, procedures and guidelines;
  • Experience working with confidential information.
  • Experience with Employee Relations such as mediation, Americans with Disabilities Act (ADA) benefits, Colorado Civil Rights Division (CCRD), Unemployment Insurance claims, Disciplinary/ corrective actions, staff grievances, State Personnel Board appeals, or Liaison for the Attorney General's office.

  • Successfully pass all modules of the Colorado Department of Corrections Basic Training, to include English reading comprehension, relevant competency assessments and written/practical exams in Defensive Tactics;
  • Possess the physical ability to successfully complete Defensive Tactics;
    • Lift arms above head and kick as high as own waist;
    • Stabilize another person to accomplish a controlled take down;
    • Use arms, palms of hands, shins, and feet to deliver blows;
    • Withstand impact (slow speed or with a safety bag) on own body from strikes/blows;
    • Swing a baton in a striking technique;
    • Rotate body 90 degrees with feet planted for striking with foot or using a defensive tactic;
    • Get down on one or both knees and up again with multiple repetitions;
  • Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment;
  • Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security;
  • Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury;
  • Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently;
  • Work in situations involving assaultive behavior, physical control of another person and/or restraint situations;
  • Deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner;
  • Work with people of the opposite sex, diverse racial ethnic groups, mentally ill and emotionally disturbed offenders;
  • Communicate by talking, listening and/or signaling people to convey or exchange information, assignments;
  • Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings;
  • Willing and able to travel;
  • Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule;
  • TB (tuberculosis) screening is required of all new employees upon hire;
  • Employees may be required to submit to regular serial testing and reporting for COVID-19.

Successful completion of a background investigation is required. Should applicant’s background reveal criminal charges, it shall be the responsibility of the applicant to provide the Department of Corrections with written/official disposition of any charges.
The CDOC is committed to a work environment free from illegal drugs and alcohol. Employees (see exception below) may use marijuana in their personal time but are prohibited from working while under the influence of any substance, including marijuana. A drug test will be administered to all new employees; employees must successfully pass. Random drug screening will occur throughout employment.

Exception: Peace Officer Standards and Training (POST) certified employees are prohibited from the use of marijuana. Health care professionals must check their licensing requirements regarding marijuana use.
