This position is involved in the training, planning, and directing of activities of all Lines Maintenance workers. This involves being engaged in the construction, repairs and maintenance of water and sewer mains, water services, meters, valves, fire hydrants, force mains, manholes, sewer laterals and the cleaning of sanitary mains, lift stations. Also involves monitoring the water and sewer billing and related records. Report to Department Director or Designee.

Examples of Duties

  • Administrative Duties: Fills in for the Distribution Foreman, Collection foreman or Construction Foreman when requested. Gives input for budget line items when requested. Prepares project cost estimates for all types of line work. Supplies input to supervisor for PER's. Ability to instruct others in the proper use of all equipment in the Water and Sewer Department and all repairs and installation procedures for all water and sewer lines materials. Ability to work primarily as a locator or fill in when needed. Meets daily with Foreman's to discuss daily workloads and manpower utilization. Schedule of meter change-outs and develop long-range meter change-out and testing programs for meters. Handles customer billing concerns and administers the Backflow/Cross-Connection Program as needed.
  • Monitors And Participates In All Field Work: Assesses and determines necessary field work in the construction, repair or replacement of sewer force mains, gravity mains, laterals, water mains and service lines. Provides technical assistance to the Engineering Department regarding fieldwork. Consults with customers and plumbers to determine responsibility of specific sewer problems for both residential and commercial sites. Initiates applications for necessary permits, i.e. street openings/closings and locates. Maintains work records and generates reports and data involving manhole rehabilitation and the ongoing sewer cleaning program. Ability to call in locates and equipment for a demolition if needed.
  • Customer Service Ultimately responsible for customer service at job sites. Communicates clearly and politely to assist customers in person and by phone. Interacts with other employees and uses two-way radio. Ability to update and query all Water & Sewer applications in the Lucity work order system and train others as needed. Ability to look-up work orders, customer information and generate work orders if needed. Ability to use Microsoft Office applications. When needed, monitor all work accomplished by the Central Lines Technicians and make recommendations to the Chief of Central Lines Maintenance for improvements. Fully understands what backflow prevention is, the Backflow Manual and Ordinance, and supervises if needed. Ability to complete billing adjustments and effectively communicate with CSO on maintaining billing accuracy. Responsible for reports and records such as; meter installations, meter installation removals, and assist in the preparation of the Council Monthly Operating Reports (MOR).
  • Radio Communication Is responsible for relaying information from customers to field personnel, i.e., locates, water leaks, sewer spills, etc. Also assists field personnel via radio with questions from out in the field.
  • Standby Performs standby service on a regular rotating basis to complete and supervise emergency repairs.
  • Training: Attends various training classes offered internally or from an outside source.
  • Performs other duties as assigned.
Perform any other related duties as required or assigned.

Minimum Qualifications

EDUCATION AND EXPERIENCE
High school, plus specialized schooling and/or on the job education in a specific skill area; E.G. data processing, clerical/administrative, equipment operation, etc, plus 5 years related experience and/or training. Or equivalent combination of education and experience.
ADDITIONAL INFORMATION
Must reside within 45 minutes of City Hall (151 SE Osceola Avenue) using Map Quest.
