Reporting directly to the President/CEO of Uniontown Hospital with matrixed reporting to the WVU Medicine Chief Medical Officer, the CMO will work collaboratively to assure an engaged medical staff community within WVU Medicine’s Fayette County system of care for the furthering of the organization’s mission and goals. The CMO of Uniontown Hospital will participate in representing the clinical providers in policy discussions and institutional planning events.
The CMO is considered an integral part of the executive team and will serve as a dyad partner to the Chief Nursing officer to drive innovative and strategic efforts to advance Uniontown Hospital on its journey to becoming a high reliability organization. The CMO will be responsible for establishing a vision, strategy and structure to drive performance improvement and transformation. The CMO will develop a program that is proactive in analyzing quality metrics to improve standards of care, while creating policy and procedures to promote a strategic and transparent approach to quality and continuous improvement.
The CMO is responsible for the coordination and function of all aspects of hospital medical affairs including the credentialing process, medical staff office, quality management, infection control, patient safety, regulatory readiness, inpatient medical service, and medical staff development. The CMO will serve as a hospital-wide champion for medical management.
MINIMUM QUALIFICATIONS:
EDUCATION, CERTIFICATION, AND/OR LICENSURE:
1. Doctor of Medicine or Doctor of Osteopathy from an accredited medical school
2. Certified by a board of the American Board of Medical Specialties or the American Osteopathic Association
3. Hold or able to obtain medical licensure in Pennsylvania
EXPERIENCE:
1. At least five (5) years of clinical practice experience and a minimum of three (3) years administrative experience
PREFERRED QUALIFICATIONS:
EDUCATION, CERTIFICATION, AND/OR LICENSURE:
1. MBA or graduate degree in healthcare administration (or active enrollment in a degree program with satisfactory progress)
2. Training or certification in Lean process improvement
3. Fellowship certification from Institute for Healthcare Improvement (IHI), Physician Executive or similar designation
EXPERIENCE:
1. Administrative and clinical experience with group practice plans and hospital acute care services.
2. Experience working in a matrixed environment

1. Actively participates as a member of the senior leadership team and ensures the voice of the medical staff is incorporated in planning, operational workflows and approaches to decision making.
2. Promotes a culture where clinical outcomes are defined, measured, evaluated and continuously improved.
3. Actively supports the physician stakeholders and Case Management Department in leading utilization management and care/case management performance improvement activities.
4. Oversees clinical division leaders and medical directors as it relates to clinical and practice plan issues. Ensures appropriate performance measurement and review of medical directors.
5. Leads quality and patient safety efforts, including developing appropriate metrics, goals, engagement strategies, oversight structures, communication tools and improvement plans.
6. Develops policies and protocols for the medical staff.
7. Assures medical staff compliance with medical staff bylaws, code of conduct, rules and regulations and advises all clinical departments regarding the appointment and delineation of clinical privileges, peer review and credentialing processes.
8. Investigates and resolves conflicts among members of the medical staff and between member(s) of the medical staff and other clinical staff.
9. Assures best practice peer review process is in place
10. Actively participates in system and hospital resource planning and utilization efforts, including care standardization, waste reduction, clinical resource management, population health strategies and bundled payment initiatives.
11. Actively participates in the planning and effective execution of physician recruitment and on-boarding, and retention.
12. Oversees advanced practice professionals regarding appointment, credentialing, delineation of clinical privileges, peer review, and employment.
13.Partners with WVU Medicine CMIO in information technology development to allow feedback to physicians regarding practice patterns, performance and resource utilization. Assures proper analysis of data occurs to identify patterns and trends and ensures reporting of the ongoing results of quality review to appropriate providers, medical directors.
14. Provides strategic and administrative leadership to departments assigned: case management, pharmacy, quality/patient safety/regulatory/infection prevention, respiratory, medical staff services (clinical operations)
15. Participates in the annual operating and capital budget preparation and ensures integration of provider and clinical needs and considerations into the planning, budgeting, and marketing processes
16. Provides direct and matrixed leadership to employed, contracted and independent medical staff of Uniontown Hospital
17. Participates in the development and optimization of provider compensation models, arrangements, and compliance.
18. Participates on the WVUHS system CMO affinity group to obtain commitment to UHA policies, procedures and initiatives and oversees local implementation and adherence to these policies.
19. Serves on Medical Executive Committee and any designated subcommittees and is responsible for practice plan quality, performance, and operational updates to each.
20. Serves as a staff attendee of WVU Medicine – Uniontown Hospital board meetings and an administrative liaison to the Quality and Patient Safety subcommittee of the Board.
21. Maintains knowledge of the requirements of relevant accreditation agencies (e.g., The Joint Commission, Board of Medicine), as well as state and federal programs, including proposed changes, and assures the hospitals meets accreditation standards related to licensure requirements and quality improvement objectives.
22. Remains current and responsive to changes in healthcare delivery, standards established by professional organizations, regulatory and accrediting bodies, and the needs of the organization.
23. Monitors and interprets legislative and administrative activities that may impact the medical staff and the organization.
24. Works as dyad partner with the Chief Nursing Officer to bridge silos to achieve results and align operational workflows to maximize clinical effectiveness.
25. Takes administrative call and is a member of various task forces as assigned by the President & CEO.
26. Communicates and interacts with clients, families, visitors, physicians, departmental and hospital staff and the public in general in a manner that demonstrates professionalism and concern for individual needs.
27. Provides for review of patient complaints regarding hospital clinical issues, quality of care matters and physician care
28. Maintains compliance with all laws, regulations and corporate compliance matters, which relate to physicians and the medical staff
29. Maintains a clinical practice (up to 10% effort) within his/her specialty as an employee.
