City of Soda Springs – City Clerk-Treasurer

FT/Benefits/$22-$25 DOE - Seeking team leader for demanding office position. High degree of accounting knowledge, management, communication, problem resolution, advanced computer skills, clerical, language & writing experience required. Willing to attend multiple annual trainings and two or more evening meetings a month.

Job Title: City Clerk-Treasurer
Department: Financial – City Hall
Reports to: Mayor

Job Summary

Responsible for maintaining accurate records of all transactions including utility billing, accounts payable, payroll, general ledger and preparing financial reports, custodian of all official and public records of the City, facilitates council meeting agendas & supporting materials, records minutes of the meetings and supervises the work of deputy clerks.

Duties & Responsibilities

  • Provide excellent customer service to citizens and co-workers in person and on the phone.
  • Maintain all financial records, prepares monthly & quarterly reports, ensures all monies are balanced and accounted for on an ongoing basis and manages investments.
  • Oversee the preparation of the annual budget, prepares annual audit reports and works with outside auditors.
  • Oversee city wide asset database, updating and tracking assets, values & depreciation.
  • Sign all warrants, attest official documents and maintain a Notary Public certification.
  • Oversee utility billing, accounts payable, payroll, cash receipting and licensing functions assigned to deputy clerks.
  • Oversee human resource functions, personnel files and administering employee benefit programs assigned to deputy clerk.
  • Oversee required tax filings and maintain all official registrations & reporting and Tree City designation.
  • Supervise, counsel, train, schedule, recommend termination & hiring, enforce policies and procedures, oversee all work of the deputy clerks, act as back-up and perform duties of subordinate employees when necessary.
  • Oversee two monthly utility shut-offs and work with citizens regarding past due accounts.
  • Act as the City’s election official and coordinate City election functions with the County.
  • Maintain all official and public records along with the official meeting minutes of the City

Council, and all other city designated committees.

  • Oversee multiple commission appointments and meeting records, oversee citizen and employee recognition programs.
  • Coordinate the maintenance of the City computer system, trouble shooting and upgrading along with other office equipment (copier, postage, printers, phones).
  • Oversee web-site design & content and assist with maintenance.
  • Complete work orders as requested by citizens and co-workers and prepare tourist or relocation information packets as requested.
  • Oversee park, building and other reservations, set-up for meetings, community events and company parties.
  • Assist with the preparation and mailing of monthly utility bills.
  • Perform other duties as assigned or needed.

Qualifications

  • High degree of accounting knowledge.
  • High degree of communication and human relation skills.
  • Ability to listen to and diffuse controversial or volatile customers.
  • Ability to research and interpret information and provide a clear response to customers.
  • Ability to use knowledge and judgment to handle complicated and/or confidential issues.
  • Advanced computer skills and experience with business software and office machines.
  • Computer technical knowledge a plus.
  • Good knowledge of clerical, money handling principles and records management and retention.
  • Ability to work independently or as a team member and supervise the work of others.
  • Ability to attend evening meetings and out of town training.
  • Willingness to learn new skills as needed.

Physical Qualifications

  • Sufficient vision and clarity of speech & hearing to efficiently and accurately perform all duties.
  • Sufficient dexterity to perform all office functions including lifting and moving up to 30 pounds.

Job Type: Full-time

Pay: $22.00 - $25.00 per hour
