THE POSITION

This opportunity is a limited-duration, 2-year assignment funded by ARPA (American Rescue Plan Act). This position is eligible for benefits and can work a hybrid schedule 3-4 days a week remotely.

The Opportunity:
In this position, you will design and conduct training programs related to employee and client civil rights. These training programs address prevention efforts regarding, discrimination, harassment, and retaliation based on protected class status in County business and service delivery. You will serve as a liaison, coach, and consultant available to County services, programs, and leadership regarding civil rights, non-discrimination, equal employment opportunity, affirmative action, accessibility, diversity, inclusion, and other statutorily mandated and compliance programs.

A strong candidate will possess:
  • Knowledge of Federal and Oregon laws related to the public sector and employment including the Civil Rights Act of 1964, Americans with Disability Act (ADA), affirmative action, and the implementation of these laws within governmental jurisdictions.
  • A demonstrated passion and commitment to advancing civil rights, equity, and access for historically overburdened and under-served communities.
  • Strong communication and collaboration skills to support negotiation, training, research, and policy development assignments.
  • Experience establishing and maintaining partnerships with local governments within the communities the County serves.
  • Strong critical thinking and objectivity skills, emotional intelligence, and the ability to center equity in evaluation, analysis, and action.
  • Knowledge of theories and principles of adult learning.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in business or public administration, training and development, organizational development, human resource management, or a related field AND two (2) years of professional experience working with groups and individuals as a trainer, educator, career development coach or consultant, or facilitator; OR
  • Associates degree in business or public administration, training and development, organizational development, human resource management, or a related field AND four (4) years of professional experience working with groups and individuals as a trainer, educator, career development coach or consultant, or facilitator; OR
  • Six (6) years of professional experience working with groups and individuals as a trainer, educator, career development coach or consultant, or facilitator.
ADDITIONAL LICENSES, CERTIFICATES, PHYSICAL ABILITIES AND SPECIALTY REQUIREMENTS
  • Must possess a driver's license valid in the State of Oregon and have an acceptable driving record

Please Note:
The Civil Rights Trainer position can be filled as a full-time position or job share position. “Job Share” is a form of employment where two (2) employees fulfill the responsibilities for a single position approved and budgeted as full-time. Each job sharer is required to work a total of twenty (20) hours per week for positions budgeted at forty (40) hours per week. Insurance benefit premiums (medical, dental, life and disability) will be paid 50% by the County and 50% by the employee, unless the employee elects not to be covered. Each job sharer will earn vacation and sick leave at one-half (1/2) the accrual rate of a full-time employee. Each job sharer will be paid for one-half (1/2) of each County-paid holiday. Management, Administrative and Professional Personnel System (MAPPS) - FLSA exempt employees are paid on a salaried basis. The premise of salaried/exempt employment is that established compensation recognizes the time and effort needed to accomplish all assigned job duties. Job responsibilities may require work outside of the employee's standard work week or a work week in excess of 40 hours.

Regular and limited duration full-time employees working 30 hours or more per week and job share employees are eligible for benefits beginning on the first of the month following employment.
