ELIGIBILITY -- ALL CANDIDATE(S): 1. Must meet the minimum experience and training (METs) required for the job. The METs for this position are:

Six months as a Clerk Typist 2 and educational development to the level completion of high school;

or

One year of progressively complex clerical typing experience and completion of high school

or

Six months of moderately complex clerical typing work and completion of post high school business curriculum;

or

Any equivalent experience and/or training which provided the required knowledge, skills and abilities.

Clerk Typist 3

The Clerk Typist 3 is responsible to the Placement Liaison for the accurate collection, organization, classification and summarization of fiscal/demographic/service data related to clients/consumers of Children & Youth Services. The person in this position serves as the primary contact for the Fiscal Department and is the liaison for Access Plus. An employee in this class performs complex clerical work which requires the utilization of typing skills and the application of a variety of reports, contracts, transmittals, vouchers, and includes responsibility for the format and grammatical accuracy of the material typed.

Software utilized in this position includes, but is not limited to, word processing programs, data base management software and spreadsheet software.

Essential Functions of the Clerk Typist 3 include but are not limited to the following:

  • Acts as a liaison for Community Care Behavioral Health (CCBH), Access Plus, Probation, and the Fiscal Department.
  • Prepares fiscal and statistical reports for the department including but not limited to, CY-28, C&Y quarterly invoicing reports for the Fiscal Department.
  • Supervises the Eligibility Worker and perform all functions required of the eligibility unit.
  • Conducts analysis of historical information in relation to current information and identify and trend activity or discrepancies in reporting procedures.
  • Generates necessary reports to review eligible TANF invoices.
  • Prepares files for the TANF and IV-E Quarterly Supervisory Review and then review the results with the Quality Assurance person.
  • Assures that all necessary paperwork is complete for TANF recipients of service.
  • Works with all County Assistance Office to ensure that all necessary paperwork, especially CY60 and CY61’s are accurate and completed for IV-E billing.
  • Assists in the preparation and billing of IV-E services.
  • Assists in the preparation of the annual plans for each of the categoricals.
  • Meets with the placement supervisors at least monthly to discuss children in placement and prepared monthly placement data.

Additional Responsibilities:

  • Attends weekly staff meetings
  • Maintains spreadsheets regarding full time equivalent status of each of the Family Services employees.
  • Completes all SWAN referrals for Child Prep/Profiles and Adoption Home Studies.
  • Completes Adoption/SPLC monthly payroll and submits to Fiscal Department.
  • Maintains Rep Payee for children in care who receive SS and SSI. This includes providing reports to social security upon their request.
  • Create and maintains all Adoption/SPLC files.
  • Complete Credit checks for youth in care and in Independent Living Program.
  • Functions as RMTS Coordinator
  • Functions as Act 101 Representative
  • Any other duties as assigned.

HIPAA Access Level:

Clerical Staff – Individuals with this access level shall have access to PHI within their department for the purpose of assembling, maintaining, and distributing electronic and paper client records to internal department staff. Clerical staff whose primary function is that of a Receptionist will have limited access to PHI. Their access will be limited to information required to link a client/consumer with a worker.
