Job Summary: Under direction of the Chief Medical Officer and/or their designee, the Medical Director of Behavioral Health Services at Total Health Care, Inc., provides medical supervision and direction to mental health and substance abuse services; provide medical care and psychiatric care in various clinical settings; provide on-call services; and perform other work as required. The Medical Director will contribute to the development and service of policies and procedures related to medical care in the Substance Use and Behavioral Health programs. The Medical Director will contribute to the quality of care offered to patients by designing and implementing education, training, and evidence based treatment updates for the medical and clinical staff. The Medical Director works closely with the Director of Behavioral Health assisting in carrying out the goals of the program.

Education, Experience, Licenses and Certification:
Any combination of education and experience that would provide the required knowledge and abilities is qualifying, unless otherwise specified. A typical way to obtain these knowledge and abilities would be:

  • Medical degree from an accredited medical school and completion of an approved psychiatric residency
  • Familiar with crisis assessment tools and techniques
  • Strong working knowledge of general psychiatric principles and practices
  • License/Certificate Requirements: Possession of a valid Physician’s and Surgeon’s License issued by the State of Maryland (if licensed in another state, candidates may participate in the recruitment and examination process, however, possession of a valid Physician’s and Surgeon’s Certificate issued by the State of Maryland is required at the time of appointment); possession of a State and/or Federal narcotic license for administration of narcotics; possession of a valid Maryland class C driver license; plus
  • Ten years of experience as a practicing psychiatrist. Current and valid board certification in psychiatry.
  • Certification by an American Specialty Board in a specialty closely related to behavioral health care.

Required Knowledge, Skills, Responsibilities and Abilities
Thorough knowledge of:

  • Current principles and practices of medicine.
  • Current principles and practices of psychiatric care.
  • Conduct medical and physical examinations or psychiatric evaluations; make diagnosis and prescribe medical and rehabilitative treatment;
  • Provide medical supervision and direction to behavioral health and substance abuse services; provide medical care and psychiatric care in various clinical settings
  • Provide medical and administrative direction and supervision to subordinate professional, technical and clerical staff.
  • Develop protocols and standardized procedures;
  • Supervise and direct the medical aspects of treatments;
  • Act as physician leader of a multi-disciplinary patient care team;
  • Provide organizational leadership and supervision to the medical and clinical staff in both programs, collaborating to advance care services consistent with the harm reduction, medication assisted treatment, and trauma informed care philosophies
  • Provide on-call services; and perform other work as required.
  • Confer with staff and patients and their families regarding diagnosis and treatment; recommend hospitalization or other indicated services; make referrals to specialists as appropriate
  • Provides clinic assessments and crisis interventions for psychiatric emergencies;

Working knowledge of:

  • Community collaboration with key health stakeholders, other divisions of the Department, and other City/State departments.
  • Program management and program direction.
  • Productivity management.
  • Ensures compliance with regulatory mandates and performance improvement initiatives
  • Leads train and supervise a multidisciplinary care team which includes social workers, psychologists, nurses and nurse practitioners Manage division productivity to ensure that the budget targets are met.
  • Assures that patients medical charts and records are accurate and meet legal and medical requirements; may provide medical consultation to private physicians, health care professionals and community groups on public health matters;
  • Prepare records and reports; input, access and analyze data using a computer;
  • Attend/facilitate meetings; assist in the preparation and monitoring of department’s budget; and ensure that revenue projections are on target.
  • Responsible for the medical quality assurance and medical management of the substance use, behavioral health clinical programs. Plan and prepare protocols and standardized procedures.
  • Manage specialty contracts with specialty medical physicians.

  • Functions and services of public health roles and functions.
  • General functions of the City/State Department of Mental Health.
  • Principles of health administration.
  • Principles of budget monitoring and revenue generation in a health setting
  • Clinical Information Systems

Physical Demands
Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls.

Ability to effectively use and operate various items of office related equipment, such as, but not limited to: personal computer, calculator, copier, and fax machine.

Ability to lift, carry, push or pull heavy objects in excess of 75lbs as well as squat, walk, climb, bend, crouch, stoop, kneel, stand, grasp, reach, pull and repetitive motions.
