PURPOSE:

As the leader of the provider team, CMO directs and supervises the medical aspect of the agency, participates in the healthcare planning, implementation and ongoing development and evaluation of medical services.

DUTIES AND RESPONSIBILITIES:

  • Functionally supervises physicians, nurse practitioners, and physician assistants, and ensures that standard medical procedures and guidelines are followed.
  • Review and monitor the quality of medical services provided to all patients.
  • Establish, review (annually) and maintain medical policies and procedures that comply with Federal Requirements and standards.
  • Formulate, develop, and execute health care plans and programs.
  • Serves as the chair of the Medical Advisory Committee (all providers are the committee members) and leads the Medical Advisory Committee meetings (Formerly providers meeting) to discuss providers’ inputs on the patient care and FHCCGLA healthcare delivery system on monthly basis, and to update clinical standards, protocols and procedures on yearly basis and/or as needed. The Committee also serves as the information resource to the Board of Directors for the grant/funding/program developments.
  • Oversees the medical portion of the medical record audits (conducted for QA) including proper documentation, review of laboratory reports, appropriate referral, and continuity of care, identifies the trends of the clinical practice and implements performance improvements with the Quality Assurance team.
  • Per delegation of services agreement, audits the medical records of at least 10% of patients seen by the PA under any protocols which shall be adopted by the supervising physician and the physician assistant.
  • Ensures availability by telephone for consultation to all mid-level providers.
  • Is responsible for developing and maintaining the system of peer review, and holds the peer review meeting every other month.
  • Set clinical standards of professional performance for all medical staff and with the Chief Operational Officer, performs yearly performance evaluations for all providers and forwards recommendations to the Human Resource Director to retain in the employees personnel file.
  • Works with Chief Financial Officer and Chief Operating Officer to establish productivity levels for all providers and ensures the meeting of these goals.
  • Takes overall responsibility to protect liability for all medical care provided by the agency.
  • Assumes legal responsibility in conjunction with the president and CEO, for the dispensary practices in compliance with state and federal guidelines.
  • Shall ensure to adhere to all Health Resources Services Administration (HRSA) 19 Program Requirements.
  • Provides input on the appropriate staffing levels, equipment, supplies, and facilities for the FHCCGLA clinics.
  • Provides input on the evaluation of medical assistants and other technical personnel assigned to the patient care.
  • Ensures compliance with applicable HCFA, Risk Management, OSHA, CLIA and other federal, state and institutional regulations.
  • Shall assist in the implementation of Meaningful Use and Patient Centered Medical Home through collaborative efforts of key executive staff (C.E.O., C.O.O., IT Systems Administrator, etc.).
  • Delegates the medical team to the collaborative professional associations and participates in the collaborative activities (Disease management, clinical advisory groups, etc.).
  • Assists with solutions to any problem that may arise in any area of the patient care that requires medical input.
  • As part of the executive team, the CMO shall support and contribute to accomplish the implementation of FHCCGLA's business plan and strategic planning for the agency.
  • Provide other assistance and direction as needed and/or requested by the CEO and COO.

QUALIFICATIONS:

1. Current and valid license to practice medicine in the State of California.

2. Current and Valid DEA certification.

3. Board certified in the practice specialty.

4. Current CPR certification.

5. Admitting privileges in the local hospital/medical unit.
