Description:

Performs technical tasks with an emphasis on enforcement of land use and nuisance ordinances as well as conducting the Town’s minimum housing program, performing code enforcement and compliance inspections, reviewing development plans, and related work as apparent or assigned. This position is designated as essential during emergency or disaster situations. Work is performed under the general direction of the Planning Supervisor.

Essential Job Functions

  • Conducts proactive code enforcement operations within the Town to identify zoning, minimum housing, and public nuisance compliance.
  • Investigates complaints regarding zoning, minimum housing, public nuisance, and code violations.
  • Performs technical review of residential and commercial development plans and subdivisions.
  • Prepares correspondence, reports, charts, diagrams, GIS projects and other special projects as needed; prepares a variety of legal documents including affidavits, warrants, liens, bid notices, and cost estimates, etc.
  • Works with various departments and agencies to further identify problem areas and affect a complete enforcement strategy.
  • Provides information to developers and the public regarding application and ordinance requirements as well as code enforcement matters and the procedures related to the Board of Adjustment.
  • Maintains a database of code enforcement violation cases and fines collected.
  • Reads and interprets site plans, maps, planning and zoning regulations and other planning laws as required.
  • Performs technical review of various zoning related permits as assigned by the Planning Supervisor.
  • Removes illegal signs within the Town’s jurisdiction on highway and secondary roads.
  • Schedules and oversees abatement work performed by contractors to ensure compliance is satisfied.
  • Assists in the development of new policies, procedures, ordinances, and statistical data as needed.
  • Performs other duties as assigned.

Requirements:
  • Associate degree in urban planning, public administration, or a related field and moderate experience in code enforcement, zoning, and minimum housing, or an equivalent combination of education and experience.
  • Possession of an appropriate driver's license valid in the State of North Carolina.

  • Thorough knowledge of zoning inspection and enforcement practices and regulations.
  • Thorough knowledge of minimum housing policies and ordinances.
  • Thorough knowledge of zoning practices and principles.
  • Ability to conduct field inspections year-round, during inclement weather, within confined spaces, in areas that may be unhygienic or infested with vermin.
  • Ability to operate equipment/software typically used within a planning office including Microsoft applications, GIS applications, personal computers, and phone systems.
  • Ability to conduct themselves in a professional manner regardless of situation.
  • Ability to effectively communicate with staff and customers in both oral and written form, both in group and one on one settings.
  • Ability to perform varied assignments under appropriate degrees of supervision.
  • Ability to learn and apply those aspects of Federal, State, and local laws, regulations, policies, procedures, and standards pertinent to assigned areas of responsibility.
  • Ability to detect poor workmanship, inferior materials, and hazards of fire and collapse.
  • Ability to read and interpret plans, specifications, and blueprints accurately and to compare them with construction in process.
  • Ability to enforce ordinances and regulations with firmness, tact, and impartiality.
  • Ability to establish and maintain effective working relationships with associates, property owners, legal officials, contractors, and the public.
  • Ability to apply divided attention to planning, scheduling, and processing of code enforcement cases and other tasks.
  • Ability to apply logic and reasoning to various types of development reviews and code enforcement cases and inquiries.

Physical Requirements

This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms, frequently requires standing, walking, sitting, pushing or pulling, lifting and repetitive motions and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling and tasting or smelling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, occasionally requires working in high, precarious places, exposure to fumes or airborne particles, exposure to the risk of electrical shock and exposure to vibration and occasionally requires working near moving mechanical parts, and may be required to wear specialized personal protective equipment; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic); potential contact with insects, rodents, sewage, and extreme attic temperatures.

Hiring Range: $44,610.39-$51,301.95

Salary within the hiring range will be determined based on relevant and verifiable work experience.
