Scope:
The Construction Analyst (Coordinator) (CA/CC) is a critical partner to the Disaster Case Manager (DCM). The CA/CC assesses home damage, verifies the damage is storm/flood related, provides repair estimates and develops a plan for the repairs using skilled volunteer labor whenever possible and/or local contractors as necessary. The CA/CC also works closely with the Resource Coordinator for donated materials, volunteer labor and contractors to manage the repair projects and volunteer teams.

On behalf of the “Macomb, Oakland and Wayne Counties” Flood Recovery Project of the Michigan Disaster Response & Recovery - UMC, serve as a construction analyst/coordinator working with individuals and families who are still recovering from June 2021 flooding in Macomb, Oakland and Wayne counties. Focus now is for capacity needed in these counties.


Essential Functions:

  • Assist clients through the home repair process by providing guidance, supervision, technical advice and expertise in conjunction with case management.
  • Walk homeowners through the proper permit process.

  • Conduct project inspections and provide Scope of Work and itemized estimates for labor and materials and applicable volunteer skills needed using the provided template.

  • Complete and explain the statement of understanding with the homeowners, as needed.

  • Coordinate the efforts of volunteers, contractors and inspectors in order to complete multiple projects in a timely manner in partnership with the rest of the direct services team.

  • Cultivate effective relationships with partner agencies, inspectors, vendors, and the community.

  • Work with a resource coordinator to orient volunteers to project expectations and assign specific jobs according to their skills and abilities.

  • Meet with appropriate building inspectors and have a good working knowledge of standard codes and construction.

  • Implement city and state approved hazard mitigation measures per client.

  • Secure all components needed to complete home repair projects including timely acquisition of materials in partnership with donated materials coordinator, case management and funding table as needed.

  • Supervise the work of all volunteers and contractors in order to ensure safety and quality workmanship and compliance with COVID-19 PPE requirements of the MI-DHHS.

  • Maintain accurate records of construction progress and financial accounts for each project.

  • Complete all essential documentation and reports, including home repair agreements.

  • Manage and control building funds by Client Number.


Minimum Qualifications:

  • Conduct business in a manner consistent with the mission, values and policies of the organization.

  • Able to maintain high standards for protecting client information, sharing confidential information only as agreed upon by the client and as evidenced by a signed release form.

  • Knowledge and experience in construction trades, especially residential construction.


  • Project management experience.

  • Organized and prepared for reports, meetings, briefings, and conversations with clients, staff and external partners.

  • Unquestioned confidentiality with sensitive financial and personal information.


  • Michigan Home Builders License is preferred.

  • Current working knowledge of local building codes and ordinances.


Minimum Competencies:

  • Computer literate, with proficient skills in Microsoft Office (Word, Excel and Outlook) and ability to learn new and/or customized software.

  • Able to work calmly and effectively to resolve conflicts in sensitive situations; able to work collaboratively with others: colleagues, clients, volunteers, partner agencies, vendors.

  • Possess strong communications skills with ability to guide volunteer teams.


  • Ability to build vendor relations.

  • Possess no outside business interest that may conflict with the client or the organization’s goals and objectives.

Physical Requirements:

  • Spends approximately 50% of time sitting; remainder of time includes walking, standing.

  • Must be able to lift up to 40 lbs and climb stairs.

  • Must be able to work outside in a variety of weather conditions including extreme temperatures and humidity.

Licensing and Other Requirements:
  • Must have a valid driver’s license, registered, insured and reliable vehicle to be able to drive within the service area as needed to fulfill the requirements of the position.

  • Current background check and negative drug test prior to hiring.

  • Available to work a flexible schedule, including occasional evening and weekend hours to meet client availability.

  • Able to maintain ethical conduct in accordance with organizational policy.


  • Must be COVID-19 vaccinated, or partially, with the ability to complete within 30 days of employment. Circumstances preventing vaccination, and corresponding accommodations will be reviewed and considered.

Work Hours:

  • Available to work a flexible schedule Monday-Friday, including occasional evening and weekend hours to be determined by department needs.


Other Duties:

  • Constant interaction with internal and external third parties for the purpose of collecting and distributing information.


  • Other duties as assigned by the Program Manager.


Languages:

  • Bilingual in Spanish and/or Arabic, a plus.
