Job Description
ENSCO’s Contracts and Procurement (C&P) Division manages all aspects of the Company’s contracts, subcontracts
and vendor agreements, proposal preparation and submission, and risk management for the performance of research and development, systems integration, technical services, and the delivery of software and hardware. ENSCO’s C&P Division is also responsible for the management and placement of the corporation’s insurance policies (to include its domestic and international subsidiaries) and contract specific insurances.
As a critical position to the Division’s and Company’s successful performance, the Contracts Administrator shall perform the following responsibilities in support of the Company’s, Commercial, State and Local, and international opportunities.

Perform Contracts Administration activities to include:

  • Administering and negotiating Commercial, State and Local, and international contracts and agreements.
  • Performing proposal preparation activities as part of a proposal team comprising of program and business development personnel in coordination with internal stakeholders.
  • Submitting proposal and tender responses to external entities.
  • Acting as a liaison between internal stakeholders and external customers.
  • Preparing and negotiating Non-Disclosure Agreements in support of business activities.
  • Conducting reviews with internal stakeholders regarding terms and conditions.
  • Initiating internal program setup and kickoff upon award of new programs.
  • Tracking contract milestones, maintaining status on contract actions and processing internal contract modification requests.
  • Drafting company correspondence to internal stakeholders and external customers.
  • Preparing contractual modifications and change orders
  • Creating contract information summary reports in compliance with company procedures.
  • Compiling and analyzing contract related data and maintaining historical information.
  • Responding to data calls.
  • Processing internal program close out activities.
  • Performing other Contracts Administrative activities as assigned.

Qualifications Required (Skills)

  • Bachelor’s Degree in a Business or related field or/equivalent years of experience/industry certifications in Contracts Management field.
  • Minimum of 3 years of relevant experience.
  • Knowledge of different contract, solicitation, and agreement types to include Firm-Fixed-Price (FFP), Time and Materials (T&M), Indefinite Delivery/Indefinite Quantity (ID/IQ), Teaming Agreements, and Proprietary Information Agreements.
  • Direct responsibility for the administration and negotiation of contracts in support of Commercial, International, and State and Local programs.
  • Direct Responsibility for the preparation and submittal of proposals to include review of Commercial Solicitations or Tenders to ensure company compliance, completion of certifications, and review of Terms and Conditions.
  • Excellent analytical and communication skills.
  • Experience with Microsoft Excel, Microsoft Word, and Adobe Pro.
  • Regular travel to Long Island, New York expected (minimum two times per month; 3 days each occurrence/trip).

Qualifications Desired

  • Knowledge of Export Control regulations.

Division Description

The Contracts and Procurement Division manages all aspects of the company’s contracts, proposal preparation/submission efforts, and procurement of supplies and services. The Division negotiates, awards, and administers contracts and subcontracts, including responding to and pricing proposals, monitoring contract/subcontractor performance, and managing change orders. The Division is also responsible for establishing and implementing Government Property Management, Export Control, and Procurement Policies and Procedures. The Division is also responsible for establishing and administering Company’s Corporate and Contractual Insurance policies.
