In addition to the strategic goals outlined above, the Sullivan County Department of Corrections prides itself in its primary role of rehabilitation of the offender population. The current leadership climate is excellent. Staff are well trained and empowered to execute their duties. Offenders are treated with dignity and respect and frequently point to DOC staff members as being influential in helping turn their lives around.
Excellent leadership at the DOC is necessary because the Superintendent faces significant resource challenges. Staffing levels have been under pressure for several years and the situation has been exacerbated by COVID-19. The County updated its wage data in 2019 and is now having to do so again in preparation for the FY2023 budget cycle. Staff wage rates are the lowest in the state.
These challenges demand a Superintendent who is an innovator, a creative problem solver, and a team builder with an entrepreneurial spirit. These qualities have served Sullivan County well in recent years and led to the groundbreaking Transitional Re-entry And Inmate Life Skills (TRAILS) program. This program has slashed recidivism rates and the decision to build a Community Corrections Center for TRAILS saved the County over $25 million in construction costs. Many of the existing programs managed by the DOC are made possible by grants and partnerships with community agencies that result in excellent services at no- or low-cost to Sullivan County’s taxpayers.

Priorities Facing the Next Superintendent
As mentioned above, the Sullivan County DOC team is a well-respected, highly effective, and professional group corrections staff, case managers, and clinicians. In addition to managing the day-to-day challenges mentioned above, there are several ongoing high-priority projects the next Superintendent will need to address:

  • Complete FY2023 operating budget, although current DOC staff will be responsible for building and coordinating the draft budget.
  • Work with Human Resources Director and County Manager to evaluate wage data and make recommendations as part of FY2023 budget process to staffing and retention concerns. This will require coordination with the union (NCEU), Board of Commissioners, and Delegation.
  • Ramp up operations at Sullivan House—the County’s first-ever transitional housing facility that will be overseen by the Department of Corrections. Construction is expected to be done by end of January 2022.
  • Work with the Director of Facilities & Operations on the Capital Improvement Plan (CIP).
  • Work with the County Manager on a workforce development task force to continue inmate training classes at the Sugar River Valley Regional Technical Centers and fostering excellent relationships with local employers.
  • Work with the County Manager and Department Heads to finalize the draft emergency response plan and implement a recurring training program to exercise & evaluate.

The next Superintendent must have the character traits that will enable him or her to establish and maintain productive working relationships with other department heads, County Manager, Commissioners, County Delegation, employees, and the community. Minimum Qualifications

A candidate for this position should possess a Bachelor’s degree in Criminal Justice, Social Services, Law Enforcement Management or Administration and have specialized training in communications and conflict resolution. The incumbent should have a minimum of 10 years of correctional experience, at least 5 of which were in a supervisory or management capacity.

A candidate must have thorough knowledge of the principles of correctional institution management, thorough knowledge of criminal codes, leadership skills, skill in training and instruction and the ability to communicate effectively, especially in public forums.

Physical & Mental Requirements

Work is performed primarily at the Department of Corrections. The incumbent works in a moderately noisy setting and is exposed to fumes and/or airborne particles and moving mechanical parts up to 1/4 of work time. There is a regular risk of personal injury when violent/hostile situations require crisis intervention and emergency response. Physical demands generally involve standing, walking, reaching with hands and arms and tasting or smelling up to 2/3 of the time; use of hands and sitting up to 2/3 of the time and talking, listening or hearing more than 2/3 of the time. Occasionally weight is lifted with force exerted up to 30 lbs. Seldom is weight lifted or force exerted up to 100 lbs. Close vision requirements are necessary in order to observe contraband, avoid injury and check for weapons. Equipment used includes an automobile, office machines, personal computers, medical equipment to administer first aid and pepper spray, handcuffs and other restraints
