COMPENSATION: $92,000 - $109,000, plus WIN Bonus

Estimating:

Estimates material and labor cost in response to formal and informal RFPs. Collects and analyzes all project costs, including raw materials, labor, equipment and tooling, and company benefits to ensure estimates are accurate. Identifies and quantifies potential cost uncertainties to ensure costing models capture the full range of potential costs. Updates cost as necessary based on new information and project scope changes. Requires to interface with department leads to gather information. Analyzes post-production costs and uses data to inform future project estimates.

  • This position is responsible for providing cost estimating support on complex request for proposal (RFP) proposals and contracts. The primary responsibility is to evaluate estimate realism and risk by consideration of contract type and prior related contract performance.
  • Ensures cost estimates are developed in accordance with the RFP specifications and meets overall corporate policies and objectives.
  • Represent Keystone on client walk-through’s to gather information on the scope of work to accurately respond to and price the RFP.
  • Researches and analyzes specifications and calculates costs using labor and material pricing schedules and historical data. Maintains, analyzes, updates, and develops electronic and/or hard copy cost estimating databases.
  • Responds to inquiries, identifies issues, and guides the development of innovative solutions to complex and diverse challenges concerning a variety of cost-estimating topics.
  • Participates in the development of and monitors the implementation of cost standards and practices. Serves as a spokesperson on cost estimating activities to company leadership and client representatives.
  • Maintains standardized processes for estimating, including methodology (metrics, standards, conventions) and capture management.
  • Creates a process for maintaining proposal libraries, including proposal archive and past performance.
  • Develops a process for continuous maintenance and improvement of the estimating system, including analysis of performance vs estimates.
  • Evaluates and implement tools/processes to improve capture methodology.

Proposal Management:

The Proposal Specialist manages the planning, development, executables, and delivery of assigned bids, presentations, and RFP responses to our customers that effectively convey solutions capabilities and differentiators. You will be responsible for developing proposals in the Facility Management, Construction Management, Program and Program Management and Property Management market segments. This resource will analyze RFP (Request for Proposal) documents before implementing a plan of attack to develop a clean, competitive, compliant and compelling Proposal. The proposals should result in executable orders by balancing market competitiveness, company profitability and meeting customer needs.

  • Manages the development of a variety of proposals and presentations from pre-RFP positioning through to the interview stage in response to client solicitations, including analyzing RFP specifications and requirements.
  • Communicates proposal requirements to team members, including sub-consultants, and gathers information necessary for proposal submittals.
  • Provide leadership and direction for proposals, including schedules, templates, compliance, content planning, and production.
  • Facilitates and leads proposal kick-off, status, and review meetings.
  • Assists in the development of capture planning, win themes, and differentiators.
  • Provide conceptual leadership for document design while ensuring RFP instructions and internal brand guidelines pertaining to format, fonts, etc. are being followed.
  • Facilitate quality reviews, and apply lessons learned to add value to proposals. Manages the implementation of proposal and presentation revisions based on direction from the review team.
  • Writing and editing tailored executive summaries, resumes, experience, past performance, and management sections for proposals.
  • Supporting debriefs and gathering client feedback on proposals to ensure and demonstrate continuous improvement.
  • Monitors performance against the proposal schedule to ensure intermediate milestones are met.
  • Works with the graphics team to establish proposal and presentation design while ensuring RFP instructions and internal brand guidelines pertaining to format, fonts, etc.
  • Provides grammatical and technical editing to ensure quality.
  • Supporting special projects, as required.

New Account Transition Support:

Transition Support will lead the Transition Team to ensure the overall success of projects and programs. This work is predominantly mobilizing new client accounts and expansion of existing accounts. This individual will provide ongoing leadership and direction for these projects by facilitating planning sessions and client meetings, assessing risk, implementing mitigation plans and communicating with key decision-makers.

  • Develop, coordinate and implement the transition of new sites but not limited to developing customized plans and monitoring progress
  • Develop excellent relationships with new team members and clients and collaborate with the team and client to promote and implement a collaborative and successful transition.
  • Responsible for driving transition objectives and performance indicators; works with onsite leadership to drive timely completion of all transition milestones.
  • Recognizes, applies and captures lessons learned all throughout the process.
  • Responsible for hand-off to the Accounts Director and assists with stabilization.
  • Supports the client pursuit process, including solution and transition strategy development and creates presentations as needed to show progress.
  • Leads the transition planning efforts post-award prior to Kickoff, including team mobilization.
  • Manages and strives to control the transition budget, forecast any deviation, and provide required reporting.
  • Leads the Go Live strategy and “war room” to ensure successful Day 1. Ensure contract obligations are met and transition deliverables are satisfied using best practices, tools and processes.
  • Manages transition closeout process, including the completion of Transition Improvement Process (TIP) and operational handoff to the Accounts Director.

Experience / Qualifications:

  • Ideal candidates will have strong interpersonal skills, including the ability to effectively and efficiently communicate in oral and written forms at any level within the organization and interact effectively with customers and external business professionals.

  • Familiarity with or interest in learning about Facility Management, Program Management, Project Management and Construction Management services space
  • Understanding Union agreements is a plus
  • Must be familiar with standard concepts, practices, and procedures in bid estimates
  • APMP/SMPS certification or demonstrated training with proposal best practices is strongly preferred
  • A detailed knowledge of industry best practices and procedures, work processes, and tools
  • A strong working knowledge of word processing programs (e.g., Microsoft Word), spreadsheet management (Excel), and presentation software (e.g., PowerPoint), as well as desktop publishing software (e.g., Adobe Creative Suite), graphics programs (e.g., InDesign, Adobe Illustrator, Adobe Acrobat, Photoshop)
  • Proven organizational and administrative skills, including the ability to complete varied work tasks on schedule and lead deliverable efforts by others; and the proven ability to manage documents
  • An ability to meet non-negotiable client deadlines, sometimes with very fast turnaround times
  • Shows proactive leadership
  • Can guide and lead in the absence of a direct team leader
  • Proactively steers direction through transition and can seamlessly interact with all stakeholders and clients

Experience:

  • Bachelors Degree required
  • 4 years of managing design bid proposals
  • 4 years of cost/estimating experience

Willingness to Travel:

  • 25-35% travel, often upon short notice
