The Office of Civil and Forensic Mental Health (OCFMH) is comprised of the two, state inpatient acute-care psychiatric hospitals, Forensic Services, Group Homes as well as all of the critical units that enable the work within OCFMH, which includes financial services, information management and hospital public safety team.

Description of Job

This position has been identified as necessary by judicial stakeholders to respond to requests for relevant information such as admissions or evaluation timelines for individual cases in a timely manner. This position is responsible for representing OCFMH’s perspective in the statewide implementation of these efforts. As Staff Authority, this position identifies trends or areas of risk and provides guidance and recommendations to OCFMH leadership for practice and process improvements, formal policy changes, and case-specific interventions. Office leadership consults this position before making major policy changes impacting this population to gauge potential stakeholder reactions and reduce risk of litigation. The Information Specialist possesses expertise in the Colorado judicial, criminal justice and the processes within OCFMH’s competency services.

Job Duties of the Court Information Specialist include, but are not limited to:

  • Tracking inquiries statewide and reviewing data to determine trends and patterns of inquiries and requests for information from criminal justice personnel
  • Communicating with internal teams and Office leadership to ensure that OCFMH is aware of trending inquiries, and to identify possible improvements to practice and policy
  • Working with the Judicial Liaison to offer resource information to those jurisdictions or stakeholders, and to provide guidance both internally and externally to address such trends
  • Streamlining communications to the appropriate internal and external stakeholders.
  • Working with internal teams to provide judicial stakeholders with information about the inpatient wait-list (e.g., details, timelines for admission, progress towards restoration, etc.) in order to respond to their inquiries and to avoid judicial orders to Show Cause and/or Contempt Citations against the Department
  • Responding to inquiries from the courts in a timely manner, verbally and/or in written form, regarding the competency evaluation process, restoration to competency services, issues related to specific individuals awaiting inpatient admission (or to those already admitted) to an OCFMH managed program for competency restoration services, and available behavioral health services and supports
  • Responding to calls and inquiries related to the legislatively mandated reports submitted to the courts every 10 days until admission occurs
  • Providing consultation to criminal justice personnel regarding OCFMH policies, program implementation efforts (e.g., competency dockets), and education on newly passed legislation related to the competency system.
  • Providing judicial stakeholders, potentially within the courtroom context, with information regarding OCFMH policies, procedures, decisions, and programs related to the competency system.
  • Demonstrating a high level of comfort, professionalism, and clear communication when responding to the inquiries of criminal justice personnel – especially within the adversarial context of courtroom appearances.
  • Presenting information to stakeholders for training purposes

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights


Minimum Qualifications:


  • Three years of professional experience working in either mental healthcare and/or criminal justice, which must include involvement with legal matters.
AND
  • Bachelor's degree from an accredited institution in criminal justice, communication, political science, a social / behavioral science (e.g., psychology, sociology, social work, etc.), or another closely related field.

Substitution:
  • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
  • Additional applicable education (e.g. MA degree) will substitute for the required experience on a year-for-year basis.
Note: If you intend to use your education as a substitution, you must attach unofficial or official transcripts to your application.

Preferred Qualifications:
  • Related Master’s Degree
  • Experience or knowledge of the Colorado revised statutes, especially as they apply to competency to stand trial and the restoration of adjudicative competency
  • Familiarity with the criminal justice process, especially as it relates to court orders, mental health commitments, and courtroom testimony
  • Experience compiling / analyzing data and communicating that information to stakeholders in a clear as well as effective manner
  • Familiarity with community and institutional mental healthcare systems, as well as the impact that mental illness can have on an individual's criminal justice process

Conditions of Employment:
  • Standard background check.
  • This position will require occasional travel to various locations of OCFMH.
  • Due to the juvenile population served at the MHI facilities, incumbents of this position must be at least 21 years of age.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.
  • On or after October 31, 2021, each facility shall ensure all newly hired employees or support staff members are fully vaccinated at the time of hire or receive their first dose of a two-dose protocol, or a single-dose vaccination, prior to providing any care, treatment, or other services for the facility and/or its clients. Upon hire, new employees will have three (3) business days to provide attestation to their status with proof of vaccination. Vaccinated employees must provide proof of first dose prior to providing care.
    Note: Fully Vaccinated means two (2) weeks after a second dose in a two-dose series of the COVID-19 vaccine, such as the Pfizer, Moderna or Novavax vaccine, or two (2) weeks after the single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine.
