Within the first six months, you will have the opportunity to form relationships with custodial staff and SVC partners across the District. You will be engaged in establishing policies and procedures for proper custodial cleaning and setting the foundation for safety and compliance processes. Within the first year, you will build and strengthen the custodial team, and participate in the implementation and usage of systems related to custodial chemical management and occupational health and safety.

Once established, you will be able to focus on day-to-day custodial operations, training and development of staff, cleaning of assigned custodial areas, and oversight of custodial cleaning standards, and occupational safety and compliance.

Reporting to the Assistant Director of Facilities, the Custodial Supervisor (Building and Grounds Supervisor A) directs and supervises the Skagit Valley College Custodial Services unit to ensure the proper cleaning and sanitation of all College facilities across the District. In addition to supervision of Custodial workers, this position manages the College’s Safety Training and Resource Conservation and Recycling programs and establishes cleaning standards and practices for custodial staff. This position will supervise and coach the custodial staff on each shift and direct the work of custodial teams located at all sites including the Mount Vernon Campus, Whidbey Island Campus in Oak Harbor, and other distant sites.

This position will oversee day-to-day custodial operations; set priorities for assigned tasks; establish project deadlines; determine work schedules and assign staffing, equipment and supply needs; instruct personnel in the care and cleaning of facilities, operation and maintenance of a variety of cleaning equipment, use of Personal Protective Equipment (PPE), safe handling of hazardous materials; scheduling and the coordination and documentation of all related training relevant to custodial services. This is a classified, full-time position working 40 hours per week. Occasional overtime, travel and work on evenings, weekends or short notice may be required.

SVC was established in 1926 in Mount Vernon. Duties and Responsibilities

Custodial personnel supervision: training, development and evaluation (30%)


  • Maintain a working knowledge of, and adhere to all policies, laws, and any applicable Collective Bargaining Agreements relating to employee working conditions, overtime rules, leave policies, payroll procedures, etc.;
  • Assure adequate staffing levels by assigning work schedules to custodial team to assure the cleanliness and safe conditions of buildings;
  • Oversee scheduling communications from custodial staff unable to work and obtain coverage or adjust workloads as necessary, and approve or deny timecards and follow up on any discrepancies;
  • Confer with department managers and staff regarding communication of custodial schedules, priority of service requests, and other customer services;
  • Provide on-the-job training and consistent follow-up for new and current employees for every phase of their job, including safety, proper equipment/chemical usage, and custodial standards;
  • Serve as a custodial inspector by frequently evaluating the cleanliness of all assigned areas to ensure work is being carried out correctly and provide feedback to staff on areas needing additional cleaning, care, or training;
  • Evaluate and determine appropriate custodial applicants for interviews, working with Assistant Director, other staff across the district, and Human Resources on recruitment of custodial staff;
  • Participate in, and/or lead search committees throughout recruitment process for the recommendation and selection of hiring new custodial staff;
  • Provide employees with clear guidance on work priorities and expectations for meeting service delivery standards through hands-on training and feedback mechanisms;
  • Build a cohesive custodial team that exhibits professionalism and adheres to the SVC Guiding Principles by conducting regular check-ins, team building exercises, and departmental events;
  • Conduct annual performance evaluations of current employees and follow up on the progress and performance of new employees at appropriate intervals (i.e. 1, 3, and 6 months) to ensure successful onboarding;
  • Manage employee relations within the department, initiate corrective action and progressive discipline in collaboration with supervisor, document employee performance concerns and consult with Human Resources on performance and workplace conduct-related issues.

Policy and procedure development and oversight (5%)
  • In collaboration with Assistant Director and senior departmental staff, write, establish and maintain a comprehensive Custodial Procedures Manual (CPM), outlining consistent service delivery and custodial standards across the district, including:
    • Custodial cleaning standards;
    • Custodial cleaning practices and procedures;
    • Frequency of cleaning by area type;
    • District-wide custodial supply standards;
  • Develop and establish safe and efficient cleaning procedures and practices;
  • Work with custodial staff and other departments across the district to communicate expectations, practices, and outcomes regarding the CPM;
  • Ensure adherence to expectations by inspecting work, reviewing practices and following up as needed.

Occupational safety and compliance (5%)
  • Establish proper safety techniques, methods, procedures, and standards for the performance of custodial work and enforce compliance by evaluating adherence and providing feedback;
  • Identify appropriate PPE for tasks and maintain in appropriate holding locations;
  • Ensure that employees wear PPE while performing job duties (i.e. safety glasses, face shield, gloves etc.;
  • Completing job hazard analyses for all tasks performed by custodial staff;
  • Confirm Material Safety Data Sheets for custodial staff and ensure they are up to date and on file;
  • Review, inspect, and evaluate custodial products and equipment for safety;
  • Facilitate periodic safety training to mitigate hazards associated with tasks and maintain required documentation;
  • Evaluate trainings and develop new department-specific trainings or tailor to custodial staff’s specific work functions and unique environment at SVC to incorporate into EHS Velocity On Demand Training System;
  • Document the completion of training in College’s On Demand Training system for video-based trainings and apply training to the work employees perform through hands-on demonstrations and observation;
  • Serve as administrator of the EHS Velocity EHS On-Demand training system for all classified staff by entering employee data, recording trainings, generating reports, and maintaining data within the system;
  • May serve as the administrator for the Velocity EHS MSDS Online SDS/Chemical Management system:
    • Inventory all chemicals used in custodial work in the system;
    • Review safety datasheets and provide training to employees on hazards associated with each chemical, PPE required, and emergency first aid precautions;
    • MSDS sheets – list hazards and PPE and training associated with that chemical;

Custodial duties (40%)
  • Work alongside custodial staff to maintain cleanliness of classrooms, hallways, restrooms, offices, common spaces, and other areas;
  • Ensure all college facilities are kept in a clean, sanitary and attractive condition by:
    • Sweeping, mopping, vacuuming, scrubbing, stripping floors, and refinishing floors;
    • Dusting and polishing surfaces, washing windows and walls;
    • Disposing of garbage, emptying trash receptacles, and replacing garbage bags;
    • Restocking toilet paper, paper towels, and soap supplies in restrooms;
  • Perform minor routine maintenance such as lightbulb replacement, touchup painting, and minor repairs;
  • Cleans and disposes of hazardous or infectious materials including chemical solutions, ceramic dust, infectious waste, broken test tubes, etc.;
  • Implement Resource Conservation and Recycling program and related activities; purchase, install and maintain containers in appropriate campus locations; schedule the pick-up of recycled materials;
  • Operate vehicles, electric carts, forklift, floor machines, vacuums, carpet extractors, floor dryers, electric hoists and other equipment.

Custodial equipment procurement and care (5%)
  • Develop and implement a custodial equipment and supply distribution program; monitor the storage, use and care of all custodial tools, equipment and supplies; set up regular equipment maintenance schedules;
  • Ensure custodial equipment such as floor machines, high pressure washers, hard floor cleaners, buffers, waxers, and others are maintained and repaired as needed;
  • Participate in planned or proactive care for preventative maintenance of custodial equipment by inspecting, testing, and submitting work orders for necessary repairs;
  • Respond to requests from custodial staff regarding equipment that is not functioning properly or is damaged and submit work orders for repair;
  • Prepare requisition and place orders for needed equipment; receive, store, maintain stock control and delivery of custodial supplies and equipment to Custodians;
  • Plan, research equipment for efficiency enhancements of the custodial department, request bids, determine best source for custodial equipment/ supplies and assist in the selection of new cleaning products, materials and equipment;
  • Present proposals regarding efficiency enhancements and provide annual list of custodial equipment needs to Assistant Director;
  • Receive, setup, restock closet and holding areas, test new equipment, and provide training to staff on proper usage.

Emergency and disaster response and report (5%)
  • Serve as a critical first responder during emergencies and disasters (i.e. weather related storms, flooding, wind damage, plumbing failures, etc.) by responding to incidents in a timely matter to initiate and/or assist with recovery efforts;
  • Initiate recovery efforts for inclement weather-related or infrastructure issues, including shoveling, salting, providing slip protection on wet floors, securing against wind damage, snow removal from roofs, removal of debris from down spouts when clogged, etc.;
  • Assist with the development of tactical procedures regarding emergency and disaster response;
  • Train staff on emergency response procedures and facilitate site safety meetings as needed;
  • Report emergencies and issues to Security and supervisor;
  • Respond to emergency calls, fire alarms, vandalism, damage to facilities, and other issues and initiate response or take action.

Administrative and other duties (10%)
  • Maintain job descriptions for the custodial department by evaluating working needs and collaborating with Assistant Director and Human Resources on updates, changes and modifications to duties; ensure up-to-date job descriptions are on file with Human Resources;
  • Develop summer cleaning programs, schedule cleaning teams and track work progress;
  • Assist as needed with the scheduling of custodial personnel for summer staff moves and office relocations;
  • Perform customer service duties such as reviewing emails from SVC staff and other parties, answering telephones, greeting visitors, arranging appointments, and directing inquires to proper parties or services; arrange appointments and coordinate room reservations and related activities;
  • Learn and apply emerging technologies and advances (e.g., computer software applications) as necessary to perform administrative duties in an efficient, organized, and timely manner;
  • Establish and maintain an effective electronic and physical filing systems of all project data and an accurate inventory of all equipment and materials;
  • Facilitate monthly custodian team meetings, including drafting agendas;
  • Participate in the preparation and administration of custodial budget; submit budget recommendations, monitor expenditures, prepare estimates for costs of unanticipated events and special assignments;
  • Assist supervisor and other college administrators with strategic planning efforts and other initiatives as necessary;
  • Participate in relevant college committees and projects as assigned;
  • Perform other duties and responsibilities as required.


Knowledge, Skills, and Abilities:
Knowledge and/or understanding of:
  • Knowledge of federal, state and local codes and statutes pertaining to the cleaning of public facilities;
  • Knowledge of green cleaning processes, chemicals and techniques; application and use of PPE; and techniques and standards for safe lifting, pushing, pulling and repetitive motion cleaning activities;
  • Knowledge of modern cleaning methods used in cleaning and maintaining facilities;
  • Knowledge of proper methods of storing equipment, materials, and supplies including cleaning agents and chemicals;
  • Knowledge of characteristics of hazardous materials including identification, storage, disposal fire and safety codes including Occupational Safety and Health Administration (OSHA) standards;
  • Knowledge of principles and practices of supervision, team building, and training.

Skills:
  • Supervisory experience, which includes planning, organizing, evaluating activities and functions of a unit, policy and procedure implementation, professional development, and team building techniques;
  • Strong computer skills in data processing, spreadsheets, database software programs, and Microsoft Office Suite software (i.e. Word, Excel, Outlook) or similar programs;

Qualifications

Minimum Qualifications:


  • Five (5) years of full-time equivalent experience working in facilities, janitorial, housekeeping, custodial, or related area;
  • Prior experience supervising a team of staff in a large-scale housekeeping, janitorial, building maintenance, or custodial operations unit;
  • Knowledge of standard facilities equipment, processes, policies and procedures including modern cleaning tools and supplies, occupational safety and compliance, and security;
  • Strong technological skills and ability to use complex computer systems to enter data, and skill in Microsoft Office Suite (Excel, Word, Outlook) or similar programs.

Desired Qualifications:
  • Three years of experience supervising or managing a medium to large housekeeping, janitorial, custodial or general building maintenance work team.
  • Experience monitoring and maintaining a custodial equipment and supply budgets.
  • Experience providing workplace safety training and documentation to meet OSHA requirements.
  • Related experience or college coursework.

Salary and Benefits:

  • Salary is based on Range 49, Step A, $4,013 per month with periodic increments to $5,268 per month. Starting salary may be dependent on education, qualifications and experience. Salary and benefits are subject to change in accordance with legislative mandates and collective bargaining agreements.
  • This position is eligible for overtime pay in accordance with the Fair Labor Standards Act.
  • This is a union represented position subject to a collective bargaining agreement.
