Duties

As Deputy Assistant Commissioner, Software Applications and Services, you will serve as the Chief Software Officer and key member of the U.S. Customs and Border Protection (CBP) executive leadership team. You will serve as a principal advisor to the Assistant Commissioner, Office of Information and Technology (OIT), in providing comprehensive technical support to CBP in the areas of software application development, operations, and maintenance for border enforcement, passenger and cargo processing, targeting and analysis, and management systems solutions.

You will promote and support a vision for IT services that is capability-based, mission-focused, mobile-capable, and data-driven, with consolidated service delivery that is modular, extendable, resilient, and secure. In partnership with internal and external customers, your will ensure that operational and business requirements are met through:

  • information technology applications, services, tools, and infrastructure that support CBP's mission-critical and mission support systems and capabilities operating at field locations worldwide and supporting over 60,000 end users, to ensure systems and capabilities are operational 24 hours a day, 365 days a year;
  • planning, definition, development, testing, implementation, training, and maintenance of an integrated and supportable set of systems and capabilities to enable CBP to achieve its strategic goals and objectives;
  • organizational design and capability delivery model that corresponds to advancing technology trends and best practices, evolving mission needs, and alignment to cultural priorities of CBP, including diversity, equity, and inclusion.
You will represent CBP with executive-level officials in the Departments of Homeland Security, Commerce, State, Agriculture, and others with mutual concerns in the areas of homeland security, border issues, and other enforcement and facilitation issues. In addition, you will coordinate with foreign governments and international organizations, as necessary, to coordinate the inter-operability of systems and the mutual exchangeability of data and statistics regarding international terrorism, international commerce, and the control of contraband into and out of the United States.

Position Designation: This position is designated as Career Reserved.

Probationary Period: You will serve a one-year probationary period unless you previously completed the probationary period in the SES.

Political Appointee Employee Verification: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Technical Qualifications - Mandatory

6. Expert knowledge of and experience leading AGILE methodology-based software development through its entire life cycle, and the operation, maintenance, and security of cloud-based systems.

Additional information

Recruitment Bonus: CBP may authorize a recruitment bonus (not-to-exceed 25% of basic pay) for an eligible selectee. A service agreement would be required.

Relocation Bonus: CBP may authorize a relocation bonus (not to exceed 25% of basic pay) for an eligible selectee. A service agreement would be required.

Relocation Expenses: We may choose to pay your relocation expenses in accordance with Federal Travel Regulations.

Travel: Occasional travel is required.

Telework eligible: Yes, based on agency policy.

Leave: You will earn 26 vacation days and 13 days of sick leave per year. In addition, the Government observes 11 regular paid holidays each year.

Background Investigation: This position is a sensitive position and the tentative selectee must undergo and successfully complete a background investigation as a condition of placement/ retention in the position. A Top Secret/SCI security clearance will be required upon appointment.
