ABOUT THE POSITION

Reporting to the Assistant City Manager, this role plans, organizes and administers homeless services, education initiatives, volunteerism and community engagement, parking services, and other related community-oriented services, programs, activities, and staff related to City Council priorities and goals.

ABOUT THE DEPARTMENT

The Community Services & Engagement Department’s mission is to motivate, empower and strengthen communities through education, support and community engagement; offering hope and providing tools for self-sufficiency and growth. The department is made up of six (6) division which include Veteran Services, Homeless Services, Parking Services, Housing and Neighborhood Services, Education Initiatives, and Community Outreach.

CANDIDATE QUALIFICATIONS, CHARACTERISTICS, AND TRAIT CRITERIA

Qualifications

Education and Experience:

  • Bachelor’s degree in public or business administration, social services or nonprofit administration, or a closely related field; and
  • Eight years of progressively responsible professional public administration or nonprofit experience, including at least five years of managerial experience
  • Master’s Degree preferred
  • Or, an equivalent combination of relevant education, training and experience

Licenses and Certifications:

  • Nevada driver’s license

The ideal candidate will meet the minimum qualifications for the position and will have a passion for providing efficient, effective, innovative and superior customer service to our citizens. The candidate will have demonstrated leadership, vision and strategic planning/execution ability, and will have a mentoring, collaborative and communicative approach to the team. Ideal candidates will:

  • Possess strong leadership, management and supervision experience in the area of social safety net initiatives and programs
  • Have experience leading a medium to large team with varying experience (20+ team members)
  • Foster collaboration with internal and external partners in order to develop positive working relationships and to execute goals and objectives
  • Lead their team by example, being able to be hands on in projects and initiatives when necessary
  • Capitalize on industry best practices and effectively recommend strategies and programs that will improve the quality of life for our residents
  • Be a keen communicator who is can influence a broad range of stakeholders, from homeless individuals, to presenting to city leadership and council board members
  • Have a record of fostering teamwork in the workplace, with an approachable management style that encourages creativity and innovation
  • Bilingual ability is a plus

SELECTION PROCESS

The selection process will begin with a screening of the application/resume. The best qualified candidates will be invited to participate in the assessment process. The selection process will include (dates to be determined):

  • A phone/virtual screen
  • An oral board interview with presentation component
  • A selection interview

This process may be modified to include any combination of written, performance, and oral assessments to evaluate job-related education, experience, knowledge, skills, and abilities. The City reserves the right to modify selection devices and test instruments in accordance with accepted legal, ethical, and professional standards.

Appointment may be subject to the successful and timely completion of a post offer pre-employment background investigation and medical/physical examination, including a drug/alcohol test.


SALARY AND BENEFITS

Salary

The salary range for this position is $111,768 – $181,315. Depending on qualifications and experience, the incumbent can expect to start between the minimum of the range and up to around the 25th percentile of the range.

Work Week

Employees enjoy a four day work week, 9 hour work day, and 36 hour work week, Monday through Thursday.

  • 27 hours first year, 9 hours annually with max 135 hours

Annual Retention Bank (Use / Sell Back in a Calendar Year)

  • 1st year of service = 50 hours
  • 2nd year of service = 100 hours
  • 3rd year of service = 125 hours
  • 4th year of service = 150 hours
  • 5th year of service = 175 hours
  • 6th year of service = 200 hours

Retirement

  • Pension Plan - Employer-paid contributions into the Public Employees’ Retirement System of NVPERS
  • Contribution Rate is 29.75% - Fully vested after 5 years with NVPERS
  • No Social Security tax on wages
