Position Summary: The Director of Clinical Services provides oversight to Community Health and Behavioral Services clinical programming, to include the Certified Community Behavioral Health Clinic, which encompasses both the OMH and OASAS programs. This position serves as a role model, maintaining and supporting positive relationships with staff in an environment of mutual respect and trust. This position is a strong advocate for clients, ensuring and coordinating a process of continuous improvement, and is involved in maintaining client-centered focus within the department. This position collaborates with operational leadership and participates in the development of a leadership system based upon the agency’s mission, values, and high performance expectations. This position will promote performance results through implementation of departmental work plan objectives and strategies related to the division’s strategic plan. The position will utilize process and make decisions based on data and analysis to assist in maintaining and improving engagement and sustainability. The position will oversee the professional development of staff, communicate in a manner that energizes the work force, promote retention, encourage team excellence, facilitate continuous learning, and reinforce positive partnership throughout the organization and in the community.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Maintain a current and working knowledge of all applicable regulations for clinical and quality programming under OMH Article 31 Outpatient Mental Health and OASAS Article 32 Outpatient Substance Use Disorder treatment programs
  • Review, analyze, and manage programs, both programmatically and fiscally, to meet the current future needs of clients, families, community, staff, and agency
  • Oversees processes to determine regulatory bodies’ and partnership’s requirements and expectations, how relationships with these same entities are built, and their satisfaction determined and maintained
  • Implement and ensure compliance with the policies, procedures, and regulations of the Agency and external regulatory bodies
  • Participate in development and implementation of practice management systems to ensure client records are accurately reflective of services provided and effectively result in documentation and billing for services rendered
  • Gather and analyzes information and data in order to make process improvement, achieve performance results, strategic planning, and to facilitate leadership decisions
  • Implement a continuous quality improvement process for the department services and administrative functions
  • Provide proactive leadership in the development, support, and achievement of the Agency’s strategic goals and Division’s work plans
  • Volunteer and demonstrate good community citizenship by participating in community activities or with organizations consistent with the Agency mission and values, including membership on OMH committee meetings and other external community forums to garner support and information for the services of the Agency
  • Acts as a liaison with staff agency, and support departments
  • Facilitate and communicates decisions to all departments in collaboration with supervisor
  • Work closely with clinical and operational leadership team to enhance engagement and clinic sustainability
  • Establish a work environment that creates positive communication between supervisors and employees and assimilates new employees to the Agency’s culture, values, and mission
  • Ensure opportunities for staff development, maintain a work environment conducive to performance excellence, and encourage full participation of individuals or teams
  • Maintain positive relationship and engagement with clients, families, community organizations, referral sources, and governing bodies
  • Assign work, monitor, and ensure daily operations of the clinic are professional, efficient, and effective
  • Provide clinical supervision to clinical staff and student interns, as assigned
  • Approximately 20% of time is allocated to providing direct clinical services to clients
  • Other duties, as assigned and as aligned with role

QUALIFICATIONS/EDUCATION/REQUIREMENTS:

  • Master’s Degree in clinical field or equivalent, Licensed in NY state, LCSW or LCSW-R preferred
  • Five years of full-time clinical work in mental health and substance use disorder to field, to include at least three years of this experience in a leadership role
  • Intermediate Computer Skills (Windows, Outlook, Adobe Acrobat, Word, Excel, Internet Explorer, Access, Power Point); Practice management and clinical documentation platform and software
  • This position does have regular and substantial unsupervised and unrestricted physical contact with individuals receiving services and is required by law to be fingerprinted for a criminal history record check under OMH (Office of Mental Health) and OASAS (Office of Addiction Services and Supports)
  • Must have valid NYS Driver’s License
  • Must possess the ability to make independent decisions when circumstances are warranted
