Summary

The primary purpose of this position is to direct the Authority’s modernization, construction, and maintenance activities for dwelling and non-dwelling facilities, sites, and equipment. The position oversees development and capital projects staff by performing a variety of administrative, monitoring, and assessment tasks, the position is also responsible and accountable for all maintenance and modernization related REAC scores. The position works to collaborate with both maintenance and redevelopment operations to strategically plan the deployment of capital projects and other capital grants, addressing and prioritizing issues as they arise and ensuring adherence to high standards of property condition at all HACA properties.

Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.

  • Oversees the planning and implementation of all affordable housing preservation and development projects undertaken by the Housing Authority.
  • Oversees the re-positioning, redevelopment or renovation of Housing Authority assets including compliance with funding requirement. Provides recommendations to Executive Staff and Board on affordable housing strategies and options including but not limited to Housing Choice Project-Based Voucher and/or Project-Based Rental Assistance Programs, The Rental Assistance Demonstration Program (RAD), Choice Neighborhood Initiative Grant Programs, Low Income Housing Tax Credit Program, Section 18 (Demolition/Disposition).
  • Manages public meetings with residents and community groups.
  • Negotiates business terms of ground lease agreements.
  • Prepares or coordinate the preparation of preliminary financial analysis for potential new construction projects, substantial renovations and/or acquisitions.
  • Ensures subordinates are fully informed and adequately trained for the accomplishment of assigned tasks; utilizes management skills to motivate and train departmental staff to assure necessary training of employees is carried out and proper safety instructions are disseminated; coordinates training exercises as necessary.
  • Oversees preparation of reports of capital fund and maintenance activities for review by the Executive Director; prepares and submits various other reports, records and statistical information to the Executive Director for Board of Commissioners as required.
  • Assists in the yearly preparation of the PHA Plan submission including the Annual Plan, the 5-Year Plan, and the Capital Fund Program 5-Year Action Plan.
  • Monitors all department-related REAC activity and tracking systems. Makes decisions with the goal of achieving and maintaining acceptable REAC scores.
  • Monitors all projects to ensure compliance with established laws, codes, ordinances, regulations, policies, and procedures.
  • Develops budgets for modernization programs as well as the planning and development of the departmental budget; prepares cost estimates for modernization feasibility and budget purposes.
  • Assists in planning for modernization and other capital improvement projects.
  • Monitors and reviews assignments of employees and contractors. Reviews completed projects and contractor work for accuracy, completeness, and compliance with established contracts, standards, and specifications.
  • Interfaces regularly with all managers and directors to ensure optimal cooperation and coordination of effort between the departments.
  • Attends Authority staff and Board meetings.
  • Represents the Authority in community affairs involving construction and development and other programs as assigned, including conducting meetings with residents, government officials, interest groups, councils, developers, architects, planners and contractors; serves as a liaison to the community.
  • Establishes positive working relationships with representatives of community-based organizations and other agencies, Authority management and staff, and the public. Makes presentations to elected officials and government staff to gain necessary support and resources for projects.
  • Directs the work of staff, including: assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, assisting in selecting new employees, training, acting on employee problems, and recommending and implementing discipline.
  • Hires and directs the work of capital projects fund employees and contractors. Responsible for growing the development department through hiring and supervising a relocation coordinator and a project developer.
  • Establishes procedures and operating standards applying to capital projects that ensure compliance with administrative requirements while facilitating positive working relationships with maintenance, property management, third-party contractors and residents.
  • Develops capital projects fund strategies to maximize physical life of properties and infrastructure.
  • Reviews and approves the work of architects, engineers, contractors, subcontractors, and developers to ensure all work is performed properly and on schedule. Ensures all work is performed in accordance with: established federal, state, local, and Authority policies and procedures, local codes and ordinances; all aspects of the contract including scope of work, plans, specifications, budget, schedule, and closeout; For capital projects directed by third-party developers, represents the Authority at construction meetings during redevelopment, reporting on progress and determining compliance with construction and other legal documents; Negotiates and recommends approval of contract terms and contract change orders; Prepares work scopes and cost estimates for capital projects.
  • Inspects existing developments to determine replacement and modernization requirements necessary to maintain long-term life and good physical condition at all development sites.
  • Conducts and maintains physical needs assessments of all properties for capital expenditure planning.
  • Inspects renovation of vacated premises to see that work is satisfactory.
  • Ensures that annual inspections are conducted on all Authority premises and necessary preventive maintenance checks are carried out.
  • Establishes operating standards applying to capital fund, maintenance, and modernization procedures, material, equipment, and performance of personnel.
  • Creates and reviews reports on maintenance needs and allocation of resources.
  • Provides input on maintenance budgets and proposes maintenance strategies.
  • Performs purchasing duties in collaboration with the Maintenance Department which includes obtaining bids and prices, ordering materials and supplies, and maintaining procurement records.
  • Monitors expenditures to ensure that purchases do not exceed budgeted amounts.
  • Performs other related duties as assigned.

Education and/or Experience

Bachelor’s Degree in mechanical engineering, electrical engineering, building design, or related field required and a minimum of five (5) years supervisory experience in building construction and development. An equivalent combination of education and experience may be considered. Must possess a valid driver’s license and be insurable under the Authority’s plan. HUD Rental Assistance Demonstration (RAD) experience is a must. Preference will be given to persons with the following: local experience, demonstrated ties to the Annapolis affordable housing or public housing communities, analyzing development proformas and funding scenarios; federal procurement regulations; REAC, HSQ or City of Annapolis inspection processes, property management software (Yardi, Emphasys, Onsite, etc.); the HUD REAC computer system, Choice Neighborhood Initiative Grants.
