The Director of Impact & Evaluation enhances EMCC’s ability to track needed data and community impact, make better decisions, and our ability to qualify for future grants and other funding.

Job Summary:
The Director of Impact & Evaluation reports directly to the COO and will lead EMCC’s process improvement efforts to enhance the organization's ability to track and report on their outcomes and impact by department and program. The Director will establish and maintain data entry manuals for all departments as well as create and monitor monthly Quality Control reports and quarterly department production reports.

Reports to: Chief Operating Officer

Program Oversight

· The Director of Impact & Evaluation will develop and manage the entire continuum of quality control reports, quarterly department production reports, current and new data dictionaries, program trends, and training of staff to gather and enter data

· Using Efforts to Outcomes™ software, the Director will work with United Way of Central Indiana’s Efforts to Outcomes™ Team (UWCI’s ETO Team) and other consultants and lead EMCC’s process improvement efforts related to the data analytics and reporting to enhance the organization's ability to track and report on their impact

· The Director will work closely with the Vice President of Programs as well department leadership for programs requiring grant funding and tracking data related to clients, outcomes or services including Early Childhood Education (ECE), Intergenerational programs for School-aged Youth and Seniors, Workforce Development and Entrepreneurship (ages 16+), and Family Stability Multi-Generation coaching. The Director will need to understand how the different programs integrate with each other and work with leadership to evaluate, improve, and innovate data collection, management, and reporting practices, accordingly, including integration across data systems

· Actively participate in department leadership meetings designed to monitor progress, problem solve and discuss strategic issues central to the required reporting from each department

· Regularly monitor all major department reports for issues/anomalies/data entry problems, program trends, and emerging staff training needs

· Coordinate with Grants Compliance staff for new funding/program reports and requirements

· Maintain accuracy of current data dictionaries for reports; commission new data dictionaries as new reports are created and for older reports as funding allows

· Help to install business intelligent protocols throughout the EMCC data ecosystem

· Lead process improvement projects

· Represent EMCC externally in the community with United Way of Central Indiana (UWCI), but also with other organizations or data consultants as necessary

· Ensure ongoing grant compliance excellence. Establish/maintain administrative and operating policies and procedures to assure effective grant reporting and communication in compliance with applicable grant requirements. Ensure that all programs and grants adhere to mandated internal and external reporting requirements and data collection standards

· As needed, train new and existing staff specific to program data processes and/or changes

Administration & Culture

· Collaborate with Vice President of Programs as well as departmental program leaders and Grants Compliance staff to implement all grant reporting requirements and to support EMCC’s 2022 – 2024 Strategic Plan

· Manage the Data Specialist, including conducting weekly meetings, providing training and other growth opportunities to ensure development within their area of specialty

· Manage and communicate current and long-term grant reporting trends, as well as anticipate future staffing and training needs

· Participate in all EMCC systems for driving culture and support culture initiatives that include but are not limited to Center-wide staff meetings, staff onboarding and professional development, and participation in the staff satisfaction survey

· Attend appropriate in-service training and local conferences, participate in appropriate peer groups, and read articles or books that keep him/her abreast of issues and trends in all areas of impact and evaluation. Seek out conferences and other learning opportunities for self and direct report

· Maintain a positive attitude and contribute to the general well-being of all staff and students

· Provide input for monthly board reports, and provide timely, accurate reports for funders and others, as requested

Supervisory Responsibilities:

· Supervises a Data Specialist

Position Requirements:

· Bachelor’s degree in combination with a minimum of 5 years of experience in nonprofit program grants reporting using Efforts to Outcomes™ software or similar software/database system

· Management experience including hiring, training, and developing one or more direct reports

· Experience meeting grant requirements, as well as local/state/federal requirements and regulations

· Advanced skills in statistics, research methods and evaluation design

· Advanced evaluation and program report building skills

· Demonstrated ability to conceptualize, develop, analyze, and implement multiple diverse projects simultaneously

· Knowledge and ability to spot trends, enable problem solving, and communicate changes to provide more complete and accurate reporting

· Goal setting experience

· Must be able to speak, read, write, and understand the English language fluently

· Ability to type 60 wpm

· Advanced technology skills including data entry, data processing, communication tools (Zoom, Google Meet, more)

· Ability to operate office equipment (laptops, copiers, scanners, etc.)

· Skilled using Microsoft Office Suite or similar software

· Willing to learn new software

· Ability to travel locally (city-wide)

· Ability to work in the office (unless otherwise specifically negotiated)

Physical Requirements:

· Ability to sit for prolonged periods of time at a desk and working on a computer

· Ability to lift up to 25 lbs. necessary
