Duties

The Director of Resources Integration serves in Department of the Army, Office of the Deputy Chief of Staff, G-2, as the principal advisor to the Deputy Chief of Staff, G-2, on all matters pertaining to the resourcing, financial programs, and the budget for the Army National Intelligence Program (NIP), Military Intelligence Program (MIP), and the Army Security Program. Such advice includes the analysis of program management issues, budget formulation and resource allocation, military Construction (MILCON), force programs, policies and directives from Congress, 0MB, DoD, the Director of National Intelligence, other national and defense agencies, which prescribe or affect Army intelligence and intelligence resources. Incumbent directs and manages in excess of $4.5 billion annually, directly impacting roughly 61,000 military and civilian authorizations. The Director, Resource Integration manages the resource planning, programming, budget formulation and submission, resource integration, budget execution review, and internal review functions for the Military Intelligence Program, the National Intelligence Program and Security Programs. Advises the Deputy Chief of Staff, G-2 as to the G-2's responsibilities of proposed plans and resource/financial policies which have been developed by the Department of the Army Staff, DIA, NSA, NGA, JCS, OSD, DNI, and the NSC, and recommends positions for the Deputy Chief of Staff, G-2 and the Army. The incumbent oversees a workforce of 28 combined military, civilians and contractors, directly supervises personnel at the DISL Tier 1, O6 and GG-15 level.

Mobility: The U.S. Army senior leadership considers mobility to be an integral part of employment as a DISES/DISL member. Incumbent must be able to travel (both CONUS and OCONUS) related to the duties of this position and required to sign a mobility agreement for this position.

Re-Employment of Annuitants: In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the reemployment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(l) or 8414(b)(l)(A) of title 5, United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate. Qualifications

The five Executive Core Qualifications (ECQs), Technical Qualification (TQ), and the Intelligence Community Senior Officer Core Qualification Standard (IC SOCQs). EXECUTIVE CORE QUALIFICATIONS (ECQS) - Mandatory: Applicants must submit written statements (narrative format) describing accomplishments in the MECQs. All MECQs must be addressed separately. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Technical Qualification - Mandatory
TQ: Demonstrated ability to provide strategic leadership, synchronization and integration of resources across multiple authorizations and appropriations for a capability across near, mid and long term objectives. Familiar with the Army National Intelligence Program (NIP), Military Intelligence Program (MIP) and Army Security Program. Possesses extensive knowledge of the DOD's Planning, Programming, Budgeting, and Execution (PPBE) system and the Intelligence Community's Intelligence, Planning, Programming, Budgeting, and Execution (IPPBE). Defends the resourcing requirements using sound business practices with Army, DOD, IC and OMB and congressional staffers.

Intelligence Community Senior Office Core Qualification Standard-Mandatory
Intelligence Community (IC) Senior Officer Core Qualification (SOCQ) - Leading the Intelligence Enterprise: Required for all senior executive positions effective 1 October 2010. This SOCQ involves the ability to integrate resources, information, interests, and activities effectively in support of the IC's mission and to lead and leverage cross organizational collaborative networks to achieve significant mission results. Inherent to this Standard is a deep understanding of the Intelligence enterprise (or other comparable interagency or multi-organizational environment) and a shared commitment to the IC's core values. (Include a separate attachment one page maximum per competency).

(1) Collaboration and Integration: IC Senior Officers have a responsibility to share information and knowledge to achieve results, in that regard are expected to build effective networks and alliances; actively engage these peers and stakeholders; involve them in key decision; and effectively leverage these networks to achieve significant results. Senior officers are expected to create an environment that promotes employee engagement, collaboration, integration, information and knowledge sharing, and the candid, open exchange of diverse points of view.

Senior officers are expected to encourage and support Joint Duty assignments and developmental experiences that develop and reinforce enterprise focus among their subordinates.

a. Understand the roles, missions, capabilities, and organizational and political realities of the intelligence enterprise; apply that understanding to drive joint, interagency, or multi-organizational mission accomplishment.

b. Understand how organizations, resources, information, and processes within the IC interagency/multi-organizational environment interact with and influence one another; apply that understanding to solve complex interagency or multi-organizational problems.

(3) Values-Centered Leadership: IC Senior officers are expected to personally embody, advance and reinforce IC core values. Senior officers are expected to demonstrate and promote departmental and/or component values.
