This is a Contracted Position (Terms to be Negotiated)

Candidate must be able to spend a Minimum of One (1) Week shortly after contracting with
HD Estimating Services Inc. in Las Vegas, NV for Training purposes.
Travel Expenses shall be on the Responsibility of the Estimator.
HD Estimating will provide the Hotel for Training Purposes.

Job Description:
HD Estimating Services Inc. is seeking an energetic, Federal e4Clicks Construction Estimator for our rapidly-growing company. This is remote, full-time, and year-round position.

Responsibilities and Duties

• Review Government Issued Statement of Objectives (SOO).
• Develop the required Statement of Work (SOW),
• QC Government issued Design Drawings,
• QC Prime Contractor Issued Design Drawings,
• Review Government issued Statements of Work (SOW) to determine specific cost requirements ensuring proposals are prepared timely and in accordance with requirements.

• Perform thorough take offs to establish bid quantities, either conceptually or designed.

• Prepare written scopes of work including bid clarifications/assumptions included in the conceptual estimate.

• Review the material pricing and validate against estimate created by subcontractors.

• Prepare the estimate by gathering proposals, drawings, specifications, and related documents.

• Identify labor, material, and time requirements by studying proposals, drawings, specifications, etc.

• Understanding of the methods and techniques of engineering cost management and control as they apply and relate to construction practices and procedures, combined with knowledge of various professional engineering disciplines (such as civil, mechanical, and structural), to enable the incumbent to identify, analyze, and resolve unusual and complex engineering/architectural problems related to construction methods, materials, and technologies, contracting techniques, resources, scheduling, and other engineering aspects of the construction industry.

• Understanding and knowledge of construction contracts and contracting techniques and methods, including both pre-award and post-award contract procedures, and the ability to analyze available methods and techniques as well as construction contract procurement alternatives, such as design/build, build-to-lease, etc.

• Prepare reports, draft, correspondence, and attends project meetings as required,

• Analyzes and advises on contractor proposal prices and comparison with Independent

Government Cost Estimates (IGCEs) and Request for Proposal (RFP), Scope of Work (SOW), and prepares proposal price analysis and technical reports to support negotiation of equitable contract award amounts.

Experience and Skill Required
The Candidate must Possess the following attributes:

• Must possess a Good Understanding in all types of Construction

(New Ground Up, Renovation, and Design/Build, and Secure)

• Have an understanding in the Government Acquisition processes and types of contracts.

• Applicant must have the ability to work independently and be a self-motivated individual.

Applicate must be able to meet the required estimating timeline,

• Proficient in the following software: o Microsoft Office Suite, Adobe Acrobat, Bluebeam, e4Clicks,

Willing to Train on e4clicks if estimator is already proficient in R.S. Means/Gordian
Software

• Skill in acquisition strategy, budget monitoring, contract evaluation, cost management, and contract management, and an understanding of accounting techniques, including owner budget development and program cost control, construction contractor price formulation, and contract proposal price breakdowns
