Job Description:
JOB SUMMARY

Leads, plans, and directs the conduct of elections in Salt Lake County and administers the Election Division of the County Clerk's Office.

MINIMUM QUALIFICATIONS

  • Bachelor's degree from an accredited college or university in Business Administration, Public Administration, or other closely related field, plus five (5) years of increasingly responsible elections management experience, of which at least three (3) years must have been supervisory or administrative; OR a combination of eight (8) years of related experience and education. Education may not be substituted for the required supervisory experience.
  • Must be a U.S. citizen, 18 years of age or older, and eligible to register to vote.
  • A valid Driver's License issued by the State of Utah is required.

ESSENTIAL FUNCTIONS
  • Plans, directs and coordinates all operations of the Election Division and ensures that goals and strategic objectives are achieved by the division.
  • Implements policy established by the County Clerk and directs the program/service delivery of the division in accordance with that policy.
  • Plans, directs and oversees the preparation and conduct of all elections for which the County has responsibility.
  • Directs and coordinates division staff activities preparing and conducting contracted election services for municipalities and special districts.
  • Directs the development and revision of procedures, processes, forms, schedules and policies for the preparation and conduct of elections and the division.
  • Determines data processing and programming needs and ensures the development and implementation of automated programs necessary for the efficient and successful conduct of elections.
  • Develops and administrators the division budget with the County Clerk and oversees expenditures and management of the budget to meet program goals and objectives.
  • Prepares bid specifications for election services and equipment.
  • Compiles statistical data and prepares related reports and recommendations.
  • Drafts and presents proposed statutory changes to the Election Code.
  • Appears before and works with legislative committees, political parties, citizen groups, media, and individual voters to explain election procedures, processes and other related matters.
  • Coordinates compliance with Section 203 of the Voting Rights Act by the County in the conduct of its elections.
  • Oversees and directs disaster preparation and continuity of operation plan
  • Directs the supervision of Election Division staff as well as supervises the managers in the hiring, promoting, orienting, training, assigning and reviewing work performance, annual work performance appraisal, and discipline of all division staff.
  • Manages personnel, resources and technology to meet goals.
  • Interacts with citizens to answer questions and resolves issues. Also interacts with other County and State offices and officials regarding both daily work and/or legislative issues.
