GENERAL DESCRIPTION OF SERVICE

Provide comprehensive support and direction in the planning, development and coordination of data management programs, systems, and processes in the area of employee compensation.

Support services include, but are not limited to, providing counsel, policy interpretation and administrative services for the consistent maintenance, operation, and improvement of all Compensation and HR laboratory-wide programs and practices.

DUTIES

Significant contact with upper management will occur to include negotiating and/or convincing. Incumbent must be skilled in communications and compensation-related analytics. Must be able to react quickly and with assurance that the response is appropriate to the situation.

  • Plan, develop, and coordinate compensation management programs for exempt and nonexempt employees.
  • Lead projects with designing and carrying out analyses for various customers.
  • Assist in the preparation, forecasting and reporting of organization performance, budgets, manpower requirements, workload distribution, and the development of resource requirements as needed.
  • Participate in Special Projects as the Lead for Compensation program information.
  • Research and prepare standard and ad hoc reports along with compiling metrics for analysis as needed.
  • Conduct research and analysis in evaluation of job reclassification requests and new job description requests, including writing job specifications and descriptions, preparing market pricing recommendations, reviewing internal equity, and recommending salary range and Fair Labor Standards Act (FLSA) classification.
  • Participate in salary surveys and provide requested data as well upload completed surveys into analysis database.
  • Communicate effectively with internal and external customers.
  • Serve as liaison between the Compensation team and other departments across the Company organizations to ensure consistency and compliance in processes and procedures.
  • Maintain confidentiality and exercises discretion when handling employee information.

REQUIRED QUALIFICATIONS

Possess strong personal computer skills utilizing any number of generally accepted/available software applications to perform word processing, database management, spreadsheet, and graphics functions.

Experience/Skills:

  • Considered as an HR subject matter expert preferably regarding employee compensation planning, development, and administration.
  • Ability to organize and manage multiple activities simultaneously.
  • Strong understanding of organizational structure and missions, and an understanding of regulatory framework preferably governing government operations.
  • Strong understanding of laws pertaining to employee compensation such as the FLSA.

WORK HOURS:

A 40 hour work week is scheduled. BSRA utilizes various work schedules; including 5/8s (8 hours/day; five days per week), 4/10s (10 hours/day; four days per week), and a 9/80s (9 hours/day, five days on week A and 4 days on week B). Work week excludes BSRA holidays. Each work day has a 30-minute lunch.

AREA SECURITY ACCESS:

A security clearance is not initially required: however, candidate must be capable of obtaining a Q clearance if required to perform assigned duties.

Education

Combined Education and Industry Experience:

  • BS degree in business or related field of study and 7-10 years of experience.
  • Advanced experience with Excel and Human Resources Information Systems (HRIS), PeopleSoft and/or Oracle preferred.
  • Any combination of similar education and/or experience will be considered.

Experience/Skills

  • Must be a U.S. Citizen
  • 7 + years of experience planning, developing, and Administering employee compensation programs
  • Strong demonstrated Excel experience.
  • Strong demonstrated use and understanding of laws.
  • Strong demonstrated use and understanding of laws
  • Pertaining to employee compensation such as the FLSA
