To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion—the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:

The Division of Building and Land Development Services (BLDS) leads the agency’s effort in providing architectural, engineering, cost valuation, environmental planning, and construction support services to the various divisions within HPD’s Office of Development. The Office of Development utilizes a public-private partnership model and provides loans, grants and/or incentives to assist in the finance of housing development projects that will benefit low- and moderate-income New Yorkers.

The Division of Building and Land Development Services is the largest division within the Office of Development with over 120 staff composed of seven units which include: the Bureau of New Construction Design Services, the Bureau of Preservation Design Services, the Bureau of Engineering, the Bureau of Construction Services, Environmental Planning Unit, the Policy Unit, and the Program Management Unit.

Your Impact:

As an Environmental Compliance Inspector, under general supervision with considerable latitude for independent judgement and action, you will be assisting with the inspection of oil tanks regulated by the New York State Department of Environmental Conservation (DEC). You will be asked to prepare environmental documents and environmental reviews of new construction and rehabilitation projects in accordance with City, State and Federal environmental regulations.

Your Role:

The ideal candidate should have a background in Construction Project Management with a specialization in the installation of oil tanks, mechanical systems—including boilers/HVAC, plumbing, —and possess a thorough understanding of design and construction means and methods for multi-family housing in New York City.

Your Responsibilities:

  • Perform monthly jobsite visits to inspect the PBS Oil tanks in the Bureau of Environmental Compliance’s portfolio and prepare written report of findings;
  • Coordinate worksite access with stakeholders;

  • Ensure that all regulated oil tanks located on City-owned property are registered and functioning in compliance with DEC requirements;
  • Ensure that oil tank conversion/installation/removal work is performed in accordance with the Rules and Codes of the City of New York and consistent with the contractual requirements, and is completed in a safe, satisfactory, and timely manner;
  • Prepare tracking reports and maintain a well-organized and centralized information and documents collection system that that monitors the status of regulated oil tanks.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college; or
2. A four-year high school diploma or its educational equivalent and two years of satisfactory, full time experience in the following: management of residential, commercial, industrial, or waterfront properties, including both renting and operating; or site management; or tenant relocation activities in connection with housing or other reconstruction/rehabilitation projects; or
3. A satisfactory combination of Education and/or Experience which is equivalent to "1" or "2" above. However, all candidates must have a four-year high school diploma or its educational equivalent.

Preferred Skills

1. The ideal candidate must possess at least 4 years of full-time satisfactory fieldwork experience in monitoring mechanical systems in multi-family buildings.
2. Demonstrate thorough knowledge of all aspects of mechanical installations, including Boiler/HVAC and Plumbing systems, to provide technically sound recommendations and determinations.
3. Thorough knowledge of City, State and Federal housing and construction regulations, procedures and practice.
4. The candidate must work well under pressure, negotiate with diverse technical specialists, apply independent judgment in technical matters, work effectively with others, and have excellent leadership, analytical, writing and communication skills. Ability to work in a fast-paced environment, negotiate with diverse technical specialists, apply independent judgment in technical matters, take initiative, and work effectively with others.
5. Excellent writing, interpersonal, organizational, communication, leadership, and negotiation skills.
6. Demonstrated ability to meet deadlines, coordinate multiple projects, and deal with complex construction issues.
7. Proficient in the operation of Microsoft Suite.
8. Ability to walk up/down staircases, maneuver through tight spaces to access the oil tank areas, able to work around dust, clutter, garbage, foul smells, and communicate with stakeholders regarding access to the tank areas.

A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments. If required, this license must be maintained for the duration of the assignment.
