Job Description


Under general supervision, the Estate Investigator performs responsible investigative work in connection with the locating, inventory and preservation of assets of estates coming under the jurisdiction of the public administrator; and performs related duties as required. Requires responsibility for carrying out, explaining and enforcing policies and procedures of the public administrator's office relative to estate matters; personal contacts with friends and relatives of the deceased, business and professional people, government officials and the general public; preparing important legal and financial records concerning the collection and disposition of property; handling property and large sums of money.

ESSENTIAL DUTIES AND FUNCTIONS

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

Position Description for Deputy Public Guardian Estate Investigator

The Estate Investigator/Deputy Public Guardian serves as the Conservator of the Person and Estate of a conservatee and is the advocate of the conservatee's interests. Under general supervision, the Estate Investigator/Deputy Public Guardian coordinates personal care for persons under conservatorship (conservatees) and is responsible for the finances of the conservatee.

Essential functions include:

  • Coordinating the care of the conservatee, including the arrangement of placement and treatment, managing the income and assets of the conservatee.
  • Marshaling assets of the conservatee (may include managing/selling real estate, investment accounts, retirement accounts, stocks and bonds, bank accounts, and other property of value).
  • Visiting the conservatee at least quarterly.
  • Serving as the decision maker in medical and end-of-life decision-making for the conservatee.
  • Making placement/level of care decisions; applying for and maintaining benefits.
  • Reviewing and approving payment of monthly and/or periodic bills.
  • Works with the Public Guardian's legal staff.
  • Prepares reports for the Superior Court.

Incumbents in this position will occasionally work in areas such as conservatee's homes, that have bad odors, pest infestations, garbage and other refuse, and similar unpleasant conditions.

This position involves working with family members, case managers, outside agencies and other members of the public in stressful situations.

Incumbents may be required to lift and carry household goods weighing up to 60 pounds up and down stairs.

Position Description for Deputy Public Administrator Estate Investigator

Under general supervision, the Estate Investigator/Deputy Public Administrator performs investigative work related to the financial and fiduciary responsibilities of the Public Administrator. Responsible for carrying out, explaining and enforcing policies and procedures of the Public Administrator's office relative to estate matters; making personal contacts with friends and relatives of the deceased, business and professional people, government officials and the general public; arranging disposition of the body with mortuaries.

Essential functions may include:

  • Investigating and administering estates of decedents.
  • Finding and collecting assets of the estate.
  • Reviewing, investigating, paying claims of creditors against estates.
  • Interviewing witnesses.
  • Performing genealogical research.
  • Locating heirs, and distributing assets.
  • Coordinating with vendors, such as appraisers, liquidators, mortuaries.
  • Managing real estate of the estate.
  • Removing items for safe keeping from residence.
  • Conducting personal property estate sales.
  • Liquidating investments, including stocks, bonds, and annuities.
  • Working closely with legal staff, accountants, and real estate professionals to ensure the timely and accurate performance of various duties in compliance with California law and Public Administrator policies and procedures.

Position Description for Deputy Representative Payee Estate Investigator

Under general supervision, the Estate Investigator/Representative Payee performs investigative work related to the financial and fiduciary responsibilities of the Public Guardian/Representative Payee.

Essential functions may include:

  • Applying for and maintaining income and benefits for a large caseload of clients.
  • Reviewing and approving for payment monthly and/or periodic bills.
  • Communicating with government agencies, such as Social Security.

This position involves working with family members, case managers, outside agencies and other members of the public.


Qualifications


1. Education:
Possession of a baccalaureate degree from an accredited college or university;

AND

2. Experience: One (1) year of professional experience in: Probate, Financial/ Fiduciary Services, Social Work, Case Management or investigations related to one of the above areas.

Substitution: Possession of a master’s degree from an accredited college or university in psychology, social work, public administration or business administration may substitute for the required education and experience.

License and Certification: Possession of a valid California Driver License

SELECTION PROCEDURES

Supplemental Questionnaire Evaluation (Weight: 100%)

Candidates who meet the Minimum Qualifications will be invited to take the Supplemental Questionnaire Examination. This exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: knowledge of legal documents, titles to property, both real and personal; office and court procedures; processes involved in the administration of estates ‘ including real estate practices, banking and other financial procedures; requires ability to deal courteously and effectively with others in handling difficult personal situations; perform investigations; administer the estates of deceased persons; prepare reports.

All responses to the Supplemental Questionnaire are subject to verification and should be consistent with the information provided in your application.

Passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.


After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of twelve (12) months, and may be extended with the approval of the Human Resources Director
