WHO WE'RE LOOKING FOR
The Facilities HVAC & QA Coordinator supports the Facilities Maintenance Superintendent in the daily activities of the facilities HVAC systems, preventative and predictive maintenance, and quality assurance of all assigned CapMetro locations. This position creates the work plan and coordinates the work of the insourced and outsourced facilities proactive maintnenance and quality assurance (QA) personnel. In addition, this Coordinator oversees and facilitates the maintenance, repair, and renewal/replacement oversight of all assigned facilities heating, ventilation, and air conditioning (HVAC) equipment, building automation system (BAS), and building enterprise management system (BEMS). The Coordinator will also assist in developing, monitoring, and managing the facilities related capital and operating budgets and associated initiatives relative to its workload. This Coordinator will be the HVAC maintenance and operation subject matter expert on facilities HVAC/BAS/BEMS related items, issues, and applicable contracts.

WHAT YOU'LL BE DOING

  • Provide coordination of all the proactive (i.e. preventative & predicitive) facilities maintenance and quality assurance for all assets and other assigned work to meet or exceed expectations.
  • Complete HVAC preventative maintenance and minor repairs utilizing insourced resources.
  • Proactively develop, monitor, and manage “parent and child” alarms along with sensor derived software analytics to proactively determine equipment failures by identifying abnormalties in data trends that are about to occur in lieu of waiting for them to occur and then being forced to react to failures.
  • Manage service contracts for items such as HVAC equipment, BAS, & BEMS.
  • Assist project management involving assigned projects with facility infrastructure, equipment, and asset renewals and replacements.
  • Ensure acceptable operation and maintenance (O&M) manuals are received with acceptable manufacturer’s preventative maintenance procedures for all applicable assets.
  • Assist in the development, management, and adherence of annual operating and capital budgets.
  • Assist with budgeting, implementing, and tracking assigned initatives to enhance the quality of service.
  • Coordinate to avoid unplanned downtime of facilities systems with priority on HVAC, BAS, and BEMS.
  • Continuously enhance building preventative/predictive maintenance and maintenance QA.
  • Assist with procurement and tracking oversight of parts, equipment, and appurtenances to ensure unnecessary delays do not occur.
  • Ensure service provider contractual requirements are met via cosnsitent and continual QA.
  • Assist in the upkeep of an enhanced equipment and property conditional assessment program that updates the facilities State of Good Repair program.
  • Ensure all information is provided to the Asset Management & Inventory team to keep the Asset Management database updated with the latest asset information.
  • Keep updated records of all asset maintenance history in coordination with the Asset Management & Inventory group’s needs.
  • Maintain and comply with all applicable OSHA, EPA, federal, state, and city codes and regulations.
  • Continually develop improved practices and procedures for effective and efficient use of the facilities equipment and systems to reduce operating expenses while being code compliant.
  • Work closely with the other CapMetro’s Facilities Maintenance Coordinators to ensure staffing priorities and workloads are balanced and to continuously improve proactive maintenance to reduce reactive maintenance.
  • Available 24 hours per day/7 days per week.
  • Perform other duties as assigned.

RESPONSIBILITIES - COORDINATOR AND/OR LEADERSHIP EXERCISED:
Develop, coordinate, and ensure via quality assurance, work plans are executed propertly, safety, and successfully by planning, scheduling, delegating, and authorizing work plan assignments with service providers, contractors, vendors, employees, and consultants. Conduct assigned personnel actions including hiring, performance evaluating, training, work assigning, and mentoring. Consistently lead by example and continually strive for improvements to allow work to be done more effectively and efficiently.

SAFETY SENSITIVE POSITION
This position has been identified as a “Safety Sensitive” position. An Employee in this position is required to participate in the Employer’s testing program for prohibited substances. Participation in this program is a condition of employment with Capital Metro. A safety-sensitive employee is randomly tested for prohibited drug or alcohol misuse while the employee is performing safety-sensitive functions; just before the employee is to perform safety-sensitive functions; or just after the employee has ceased performing such functions.


WHAT YOU BRING
  • HVAC and Refrigeration (HVAC/R) associates degree preferred. Bachelor’s degree in Environmental Management, Engineering, Project Management, or related fields. Additional relevant experience may be substituted for bachelor’s degree on a year-for-year basis for up to four (4) years.
  • Certification in refrigerants per EPA Section 608, 40 CFR Part 82, Subpart F.
  • Five (5) years of HVAC and BAS equipment replacements, repair, troubleshooting, and O&M and two (2) years of supervisory/lead experience in a building O&M or HVAC contracting environment.
  • Five (5) years of proven project management including developing and implementing scopes of service, specifications, and requisitions for large and small equipment replacements.
  • Extensive maintenance experience with HVAC and industrial equipment, pumps, motors, hydraulics, pneumatics, and building automation systems.
  • Experience with industrial and commercial equipment. Applicable Journeyman Trades status preferred.
  • HVAC Class A or B license and North American Technician Excellence (NATE) certificate preferred.
  • Transit facilities maintenance management experience preferred.
  • Experience with HVAC system commissioning and retro-commissioning preferred.
  • Certification in Project Management, Environment, and Regulatory, preferred.
  • CEU/Technical training and professional license in related commercial trades preferred.

Knowledge, Skills and Abilities:
  • Advanced knowledge in and experience with HVAC system repairs, diagnostics, and system troubleshooting.
  • Comprehensive working knowledge in mechanical/plumbing repairs and electrical systems including both AC and DC voltage from low voltage to 480 volts, facilities/building operating and maintenance methods and processes, quality assurance methodologies, facilities operating systems, and labor agreements.
  • Extensive knowledge of industrial systems and components and skilled in writing technical specifications.
  • Deft at reading and understanding construction documents, schematics, submittals, and O&M manuals.
  • Knowledge in commercial property management and buildings/systems, and industrial equipment.
  • Experience with equipment purchasing, specifications, and research analysis.
  • Knowledge of environmental regulations, sustainability programs, and asset management.
  • Detail oriented and professional team player with excellent people skills that transfer to positive working relationships with management, co-workers, subordinates, service providers, vendors, and the public.
  • Excellent supervisory, oral, written, interpersonal communication, and customer service skills.
  • Skilled in proactively coordinating with other departments properly and professionally in the development of policies, protocols, procedures, and practical solutions.
  • Excellent organizational skills, ability to effectively multi-task, and make good, expedient decisions.
  • Ability to develop and implement innovative, practical solutions to maintenance problems.
  • Skilled in Microsoft Office (i.e., Excel, Outlook, PowerPoint, Word), Oracle, and facility/building computerized maintenance/management system software solutions.
  • Preferred experience with Microsoft Project and asset management software solutions.
