The Child Care Assistance Program provides funding to enhance the quality and affordability of child care available to families. It supports the goals of economic self-sufficiency and child development by providing for the supervision, protection, and well-being of a child while the parent(s) is participating in an approved activity of employment and/or education. The role of the worker will be to conduct assessments of individuals and families to determine the needs of service. The worker will support and foster the goals of self-sufficiency to promote opportunity for career pathways and economic growth. The position is supervised by the Self-Sufficiency Program Manager.

Practices responsible, professional case work and management in an inclusive team environment in accordance with established case work principles by supporting and assisting agency clients with personal, family, social, health and economic needs. Empowers the client/family to the highest level of self-sufficiency. Typically performs tasks independently and only seeks supervisory advice on unusual situations or when policies and procedures require supervisory review or involvement. Performs other duties as required.

Essential Functions: Provides information, case support and case management for families requiring and seeking quality childcare; Develops comprehensive assessments of the client/family situation, strengths, and needs; Counsels clients in the development of a responsible service plan based on the assessment; Teaches client problem-solving strategies; Facilitates the education of clients in addressing areas of need that may include parenting skills, child development, adolescent adjustment, aging, nutrition, budgeting, quality childcare, etc.; Maintains professional, confidential case records according to state law and policy through the course of the clients’ service relationship with the agency; Provides accurate timely updated entries into State DSS Information Systems; prepares and writes reports required or requested by this agency, or other professional agencies; Assists and supports clients in their use of agency and other resources; Coordinates and/or makes referrals for service to other human services agencies such as community resources, employment services, vocational rehabilitation services, etc.; Works cooperatively with other community agencies and their personnel; Participates in the identification of social problems and advocates for the development of needed resources; Interprets agency programs and policies to other agencies and the community; Shares knowledge and experiences through participation in agency orientation, in-service training, new worker training, case staffing’s, and/or community education; Attends and participates in related departmental and unit meetings, multi-discipline groups, and workgroups as assigned; Assists parents in developing individualized short-and long-term goals and in accomplishing them. Organizes, facilitates and conducts meetings and training sessions for staff, providers and parents Participates in community boards, councils, advisory groups, etc., representing the agency. Performs other tasks as required.

Minimum Qualifications
Minimum of a Bachelor’s degree in a Human Services field or a minimum of a Bachelor’s degree in any field with a minimum of two years of appropriate and related experience in a Human Services area. Experience in the assigned program area and completion of required training programs or equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

General knowledge of social, economic and health problems; general knowledge of social institutions and the methods of the helping process; general knowledge of individual and group behavior; ability to identify social problems and needs and to assess the ability of individuals and families to utilize services in problem solving; acceptance of rights, responsibilities and differences of others; ability to work effectively through counseling and other methods with individuals and families in helping them solve their problems; ability to plan and organize work; ability to understand and interpret laws, polices and regulations; ability to communicate and establish effective working relationships with clients, co-workers, other professional and technical staff, social agencies and the general public; ability to prepare reports and maintain records; ability to utilize PC and standard business applications and social services software.

Preferred Qualifications
  • Knowledge of VaCMS (Virginia Case Management System) is preferred but not required.
  • Bilingual applicants are encouraged to apply.
  • Possession of a BSW or MSW degree is desirable

Special Requirements
This position is required to drive and the applicant must meet the eligibility requirements of the County’s safe driver policy. The candidate must be willing to travel occasionally overnight.
The candidate must possess a valid driver’s permit issued by the Commonwealth of Virginia.
Applicants may be subject to a Criminal History background search, Central Registry search, DMV/Driving record check, and/or pre-employment drug screen.
All offers of employment are contingent upon satisfactory results of the required checks and screenings.
Employee must be willing to work in the community emergency shelter in the event of a natural disaster or emergency.
