THE COMMUNITY
Napa is the largest city and the county seat of Napa County and a principal city of Wine Country in Northern California. Located in the North Bay region of the Bay area, the city has a population of 77,480. Founded in 1847, Napa is a place with a colorful past — a jumping off point for 49ers bound for the gold rush, birthplace of famous leather, and neighbor to some of the most prestigious vineyards in the world. The City celebrated its 150th Birthday last year, and today, Napa is a vibrant and modern town with a respect for its past. Minutes from quality and diverse neighborhoods are vibrant business corridors, top-notch food and wine amenities, and many other cultural features, including the popular Main Street “Restaurant Row,” the West End and the Oxbow District. The city’s award-winning “living river” flood protection project is more than halfway to completion, making Napa safer while enhancing the ecosystem and providing a high-quality recreational area in the Oxbow Commons. Napa is a city with a low crime rate, a high standard of living, clean air and nearly perfect weather.

For the past four decades, the City of Napa has been in transition. The City that was once known for its tanneries, prune processing and State hospital is now more known for its hospitality, fine food, and luxury hotels. While yesterday’s jobs came largely in heavy industrial pursuits at Kaiser Steel, Basalt Rock, Napa Pipe and Mare Island Shipyard, today the economy is increasingly based on tourism. Its economy’s unique and diverse combination in agriculture, production and retail; world-renowned hospitality offerings; and proximity to the core of the Bay Area — a major global innovation center — makes Napa a city unlike any other in the world.

THE ORGANIZATION
The City of Napa is a full-service city and has 11 departments, including the City Manager’s Office, Human Resources, Finance, Parks and Recreation Services, Community Development, City Clerk’s Office, City Attorney’s Office, Public Works, Utilities, Police and Fire services. The FY 22/23 Proposed budget totals $313.8 million, $110.8 million of which is General Fund and $15.12 million in ARPA funds. The budget reflects the five priorities established by the City Council: (1) Hiring/Workforce Stability (2) Adopt and Implement General Plan and Housing Element, (3) Economic Development and Recovery, (4) Housing/ Homelessness, and (5) Climate Change.

The Napa City Council consists of five members, including the Mayor and four Councilmembers. The Mayor and each Councilmember are elected to four-year terms. The Vice Mayor is appointed annually by the Mayor and City Council. On November 3, 2020, the City of Napa held its first district-based election for Councilmembers and an at-large Mayor. In addition to appointing the City Manager, City Attorney, and City Clerk, the City Council is also responsible for appointing members of City Commissions, Committees, and Boards. THE DEPARTMENT
The Finance Department consists of 25 full-time employees and a proposed annual department budget of $7,187,000 for FY22/23. The Finance Department is composed of the Administration, Accounting & Auditing, Revenue, and Budget divisions. The department is responsible for safeguarding public financial resources, providing the City Council with thoughtful policy analysis and development of financially sound funding options, developing the City budget, utility billing, overseeing purchasing activities, and assisting city departments to implement their programs through budget development and management, and reporting the city’s financial activity in a clear and understandable manner to the organization and the community.

THE POSITION
Reporting to the Assistant City Manager, the Finance Director is a critical member of the City’s executive team, serving as a strategic advisor to the City Manager and department directors. The Finance Director will oversee the various aspects of the Finance Department, including oversight of the four divisions of Administration, Accounting & Auditing, Revenue and Budget.

The Finance Director is responsible for the development and implementation of Finance services, including accounting, budgeting, information systems, collections, and purchasing. This position develops and administers various key programs, including the investment of City funds and financial recordkeeping and reporting, serving as the City’s primary authority on financial matters, including maintenance and audits, preparing and supervising the preparation of financial statements and reports, and supervising and supporting Finance staff.
THE iDEAL CANDIDATE
The City of Napa seeks a finance professional with experience in public sector finance and leadership to serve as its Finance Director. The City Manager is looking for a collaborative leader who works well with other departments and the Executive Team, and who is solution- and team-oriented to join his dynamic team. The next Finance Director will communicate effectively, verbally and in writing, and will have the ability to present complex financial information to a variety of audiences. An exceptional understanding of and background in both accounting and finance and knowledge of CalPERS reporting requirements is desirable.

This Director will join a professional Finance team who values a personable leader committed to building a cohesive team, is approachable and supportive, and practices an open-door policy. An emphasis on mentorship and supporting the professional development of the Finance staff will be important. The new Director will lead a department that has built a solid reputation for professionalism, competence, and customer service; as such, the new Director must foster a collaborative, cohesive, and high-performing working environment. Strong Finance, administrative and leadership skills are required, as is a supportive and communicative management style. The selected candidate will be expected to quickly assimilate into a culture of collaboration, teamwork, and proactive communication within the City operations.

A combination of education and experience for this position includes a Bachelor’s degree with major work in Public or Business Administration with an emphasis on Finance and four (4) years of increasingly responsible administrative experience in governmental financial planning and administration, including considerable experience in a supervisory capacity. A related Master’s Degree is highly desirable.
