The Massachusetts Department of Fish & Game works to preserve the state's natural resources and people's right to conservation of those resources, as protected by Article 97 of the Massachusetts Constitution. To carry out this mission, the Department exercises responsibility over the Commonwealth's marine and freshwater fisheries, wildlife species, plants, and natural communities, as well as the habitats that support them.

The Massachusetts Division of Marine Fisheries serves Massachusetts’ citizens by protecting, restoring, and enhancing fishery resources and their habitats, while providing sustainable fisheries related recreational and commercial opportunities.

The Department of Fish and Game, Division of Marine Fisheries (DMF) is accepting resumes and applications for the position of Fisheries Habitat Specialist (Environmental Analyst I) to support the DMF in the following activities.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES:

Environmental review and ocean planning

  • Conduct DMF’s technical review of coastal alteration projects, including the review and distribution of project notices and documents to DMF biologists, preparing written responses, and developing and maintaining review records and data.
  • Provide technical assistance as required, including preparation of written comments regarding proposed and on-going projects in Massachusetts coastal waters.
  • Oversee the screening and tracking of coastal alteration projects including maintaining records according to standard operating procedures.
  • Develop and assist in the development and review of DMF policies on management of fisheries habitat.
  • Perform literature reviews of scientific journals with a focus on habitat research related topics.
  • Represent the Division in public meetings including but not limited to interagency meetings, scientific conferences and workshops.
  • Maintain collaborative and harmonious working relationships with colleagues.

Field and laboratory studies

  • Conduct field research on quality and distribution of marine fisheries habitats and the impact of anthropogenic activities on marine fisheries habitats. Includes seafloor mapping with cameras, side scan sonar, and SCUBA.
  • Assist with the planning and implementation of marine habitat research and mapping projects in coastal Massachusetts.
  • Process samples in the lab, including seagrass, sediment, water chemistry, eDNA, etc.
  • Assist with the maintenance of field and laboratory equipment and related inventory, including standard maintenance on boats.
  • Record, manage and interpret field data using Microsoft Excel and ArcGIS, R or other statistical packages, and Microsoft Access or other databases.
  • Assist in preparation and review of technical reports and preparation of graphical presentations of data for inclusion in reports and publications.
  • Demonstrate professionalism in words and actions.
  • Perform other surveys, studies, or duties as directed.

QUALIFICATIONS REQUIRED AT HIRE (List knowledges, skills, abilities):

  • Ability to identify marine aquatic vegetation, fish and invertebrates common in Massachusetts, thorough knowledge of marine biology and ecology.
  • Strong computer proficiency with interest and capacity to learn new skills as needed.
  • Ability to read and interpret documents, maps, and images, including environmental studies and published scientific literature.
  • Strong writing skills to write both technical and non-technical correspondence and reports.
  • Strong public speaking skills to speak effectively at public and technical meetings.
  • Proficiency with Microsoft Office programs specifically Excel, Word, and PowerPoint.
  • Familiarity with statistics, database, and GIS applications and principles.
  • Strong organizational skills.
  • Ability to plan and implement marine research projects and to work on or from a variety of vessels.
  • SCUBA certificate from a recognized organization (PADI, NAUI, AAUS). Experience SCUBA diving in a scientific or professional capacity, including cold water scientific diving.
  • Experience trailering, operating and maintaining small, motorized vessels.
  • Ability to work long hours in sometimes strenuous situations and conditions.
  • Flexibility to work occasional weekends and some longer/earlier/later than normal workdays.
  • Ability to develop harmonious working relationships with others and to integrate the input and efforts of personnel from various projects.
  • Ability to work both independently and in a team environment.
  • Ability to effectively manage time and adjust daily schedule to efficiently complete correspondence, field work, travel, and attend meetings.

PREFERRED QUALIFICATIONS:

  • Experience with marine habitat monitoring.
  • Experience/familiarity with Microsoft Access, ArcGIS, and R.
  • Knowledge of Town, State and Federal permitting processes and regulations.
  • Demonstrated ability to work on a team and exercise effective supervision over scientific and non-technical personnel.
  • CPR / basic first aid certified.

QUALIFICATIONS ACQUIRED ON THE JOB:

  • Knowledge of the principles and practices of fisheries science and fisheries management, including marine fisheries habitats.
  • Familiarity of datasets and database systems utilized by the Division.
  • Familiarity with the state and federal regulatory framework of marine environmental permitting in Massachusetts.

SPECIAL REQUIREMENTS:

Possession of a current and valid Massachusetts Motor Vehicle Operator’s Class D license or equivalent license from the state in which you reside.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) two years of full-time, or equivalent part-time, technical or professional experience In the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required experience.*

II. A Bachelor's or higher degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for the required experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's License.
