Duties
This position is head of the DISA Office of General Counsel, which includes the Headquarters and field legal offices. The DISA General Counsel oversees these activities, exercises professional direction over subordinate attorneys, serves as the principal legal advisor and as program manager for assigned agency programs. Consistent with the authorities and guidance granted by the GC DoD, including DoD Instruction 1442.02, incumbent has ultimate responsibility regarding the recruitment, hiring, placement; promotion, training, and assignment of all DISA attorneys and for the development and management of an organizational structure to achieve the effective delivery of legal services to DISA.
Specifically, the DISA General Counsel:
- Serves as the principal legal advisor to the Agency head and his/her executive/management team, providing legal advice, counsel, and guidance on the full range of Agency operations for all issues referred to the DISA General Counsel and on issues the DISA General Counsel identifies and determines should be brought to their attention.
- Oversees the full range of legal services in the areas of Information Technology and services, Communications law, computing, transport, FCC regulatory matters, cyber security, data rights and international and interagency agreements.
- Oversees legal services supporting the development, solicitation, evaluation, award, administration and dispute resolution of complex IT and Communications contracts and other contracts and agreements of the Agency.
- Oversees legal support to all aspects of personnel, employment, labor relations, workforce management and equal opportunity programs.

Technical Qualifications (Mandatory):
MTQ 1. Demonstrated broad legal experience and an excellent understanding of Federal government relationships and processes and demonstrated applied experience of two or more substantive areas of federal legal practice.
MTQ 2. Demonstrated understanding of the organizational structure, mission, relationships and procedures of the Department of Defense.
MTQ 3. Demonstrated ability to manage a law office and effectively supervise the work of attorneys and support staff.
DoD Joint Enterprise-wide Experience: Possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences.
Education
There is no substitution of education for experience for this position.
Basic Education Requirement: Law degree (L.L.B. or J.D.) from a law school accredited by the American Bar Association and an active member in good standing of a state, territory, of the United States, District of Columbia, or Commonwealth of Puerto Rico bar.
To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education
