POSITION SUMMARY:

Government Affairs Officer will work under the Counsel for Government Affairs and Policy and assist in managing the health system’s government relations efforts as well as coordinating and developing policy positions and responses on a wide range of local, state and federal funding, regulatory, ballot and other issues.


POSITION EDUCATION/QUALIFICATIONS:

  • Bachelor’s degree required;
  • Law Degree from an Accredited University preferred;
  • Understand the legislative process required;
  • Ability to read, understand, and analyze legislative and statutory language required;
  • Basic understanding of health policy required;
  • Ability to craft and develop policy and communication strategies required;
  • Ability to communicate effectively with a variety of contacts, including outside attorneys, senior management, and business associates.
  • Ability to manage several tasks at once.
  • Computer skills required with knowledge of Microsoft Office suite.
  • Good written and verbal communication skills required.
  • Some evening or weekend work will be required.
  • Ability to travel regularly required.
  • Bilingual – English/Spanish preferred.


POSITION RESPONSIBILITIES:

  • Assist the Counsel for Government Affairs and Policy with managing DHR’s government relations.
  • Manage the administrative duties and functions of DHR’s government affairs department.
  • Serve as a liaison to DHR executive suite, directors, departments, physicians and staff regarding federal, state, and local statutory, regulatory, and/or policy changes that affect the hospital.
  • Develop, with senior executives and the Government and Public Affairs Committee, DHR’s state and federal agenda, strategy, and policy positions.
  • Implement and coordinate legislative activities, strategies and DHR policy positions across the health sytem.
  • Lead strategy meetings with health system staff, consultants, and lobbyists.
  • Coordinate outreach by DHR staff with local, state and federal officials, agencies and legislative bodies.
  • Reviewing state and federal regulatory and statutory changes and proposed changes and assesse impact on DHR as well as coordinating a DHR position and response.
  • Draft legislation and agency comment letters to reflect DHR’s viewpoints.
  • Assisting in crafting strategies to communicate DHR’s positions on various issues and develop plans of action to ensure DHR’s viewpoint is taken into consideration by various stakeholders, including, but not limited to trade groups, legislative offices, public officials, and agencies.
  • Responsible for ensuring DHR has strong, enduring bipartisan relationships with local, state, and federal officials, legislative offices, and stakeholders.
  • Serve as a liaison, responsible for coordinating DHR communications and relationships with government agencies, officials, and legislative offices.
  • Serve as the liaison, or work with my team to serve as the liaison to various trade groups, and local civic groups such as the Texas Hospital Association (THA), the Advocacy Alliance Center of Texas (AACT); the American Hospital Association (AHA), the Physician Hospitals of America (PHA) and many more.
