GENERAL SUMMARY

Allen & Company is seeking a Government Contract Specialist to execute and administer contracts for the procurement of supplies, services, construction, or research and development. We are pursuing this role to support the company in developing and maintaining its government contracting business. Tasks involve using formal advertising or negotiation methods, evaluation of contract price/cost proposals, administration or termination and closeout of contracts, and developing policies and procedures for contracting/procurement work.

The Government Contract Specialist will manage the bidding process for government contracts. You will help the company and departments within the federal government identify vendors who can provide goods or services at a reasonable price. In addition, you will also review bids from vendors to ensure that they meet all the requirements outlined in the original request for proposal (RFP). This includes ensuring that vendors have provided all necessary documentation, completed the required forms, etc.

This role reports to the Executive Director of Operations.

ROLES AND RESPONSIBILITIES

  • They coordinate with other government agencies to ensure that all regulations are met.
  • We are developing and implementing contact administration procedures to ensure compliance with federal regulations.
  • Negotiating contracts with buyers on behalf of sellers to ensure that items are fair and reasonable for both parties.
  • Collecting bids from multiple companies or individuals on a specific product or service and selecting the best offer based on price and other factors.
  • Reviewing and analyzing existing contracts to ensure compliance with terms and conditions.
  • Analyzing bids and proposals to determine whether they meet legal requirements and are financially viable for the company.
  • Reviewing bids received from contractors to determine whether they meet the requirements of the government agency requesting the proposal.
  • Assist in the preparation of proposals and presentations to prospective clients.
  • Serve as the primary point of contact for assigned contractors, ensuring timely communication of updates and changes.
  • Keep abreast of industry trends and developments to ensure the company is well-positioned to compete for new business opportunities.
  • Attend conferences and seminars to stay current on industry news and developments.
  • Train and mentor less experienced colleagues on government contracting principles and practices.
  • Work with the company's sales, marketing, and operations teams to identify and pursue contracting opportunities with government agencies.
  • Perform other duties as assigned.

DAILY ROUTINE ARE AS FOLLOWS

  • Prepare for meetings so you are productively informed and on schedule.
  • Check emails for questions and requests that are waiting for clients.
  • Planning and monitoring contract execution.
  • Communication, negotiating, and problem-solving.
  • Realigning deliverables with contract outcomes.
  • Basic office work.
  • Other duties as assigned by the Executive Director of Operations.

QUALIFICATIONS AND EDUCATION REQUIREMENTS

  • Bachelor's or master's degree in Business, Law, or related field, and or at least 24 semester hours in any combination of the following areas: Accounting, Business, Finance, Law, Contracts, Purchasing, Industrial Management, Economics, Marketing, Organization and Management, and Quantitative Methods.
  • 7+ years of experience working with government contracts.
  • Working knowledge of Defense Contract Audit Agency (DCAA) regulations.
  • Certification as a Certified Government Contract Specialist. (CGCS)
  • Experience with cost accounting standards. (CAS)

AVAILABILITY/SCHEDULE

The availability and schedule required for this role are Monday-Friday, 8:00 am-4:30 pm.

TRAVEL

Some travel will be required to perform this role, such as for training, conferences, and seminars.
