We are currently seeking a talented and experienced Government Management Analyst to join our team of professionals. This position offers great opportunity for dynamic, motivated self-starters to work on a variety of work assignments. POSITION SUMMARY
This position is designated and assigned to work full-time at and for our client, The City of Weston, Florida. This is highly responsible work involving local (municipal) government operations and business processes which includes but to the limited to following areas: public works & utilities, engineering, capital improvement, sustainability, emergency management, parks & recreation and landscaping. This position is responsible for constantly examining and monitoring operational organizational workflows and processes; and recommending changes to improve efficiency and service delivery. The ideal candidate will be able to translate data and evaluate procedures to develop and advise on actions to reformulate policies, adjust logistics, and make changes to streamline operations. The operations analyst will also research and compare multiple avenues of workflows, assist in all department analyses, and conduct internal operational audits. This position receives assignments from the client municipality's Assistant City Manager/Chief Operating Officer. The position will work with the COO to conduct performance measurement for management purposes, including the use of measures to diagnose operating problems, to stimulate ideas for streamlining processes and improving services, and to test the effectiveness of the changes undertaken.

REPRESENTATIVE DUTIES
The following duties are typical for this position. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices of the client city.
  • Coordinate with every department, meet with managers, and assess their work processes.
  • Analyze data of in-place procedures to find ways to improve operations.
  • Identify deficiencies and areas for improvement and redesign.
  • Apply analysis, simulations, and what-if scenarios to analyze current procedures.
  • Develop strategies to communicate findings and issues effectively by coordinating with the city's GIS and enterprise asset management resources.
  • Assist in the creation of operational performance dashboards.
  • Recommend strategies and develop new procedures.
  • Assist departments in establishing sound performance measurement systems.
  • Consult with departments to identify areas needing research and investigation.
  • Research government industry trends and patterns.
  • Collect and compile information from other jurisdictions and other sources regarding best practices.
  • Assists in creating long-term strategic objectives and vision; continuously streamline processes.
  • Prepare detailed reports of workflow research and improvements.
  • Compare processes with industry standards and best practices.
  • Conduct internal investigative audits and create reports of findings.
  • Maintain expertise in professional and industry developments.
  • May represent the city at meetings with outside agencies.
  • Additional duties include those that support the varied responsibilities of the COO.

REQUIREMENTS AND QUALIFICATIONS
The following generally describes the requirements and qualifications required to perform the assigned duties successfully.
Knowledge of:
  • Considerable knowledge and understanding of operational and analytical techniques.
  • Solid organizational skills, including attention to detail and multi-tasking skills.
  • Able to analyze large, complex data sets using various software and tools.
  • Advanced working knowledge of Microsoft Office Suite.
  • Familiarity with Power Bi or similar data visualization/business intelligence software to create dashboards is a plus.
Abilities:
  • Self-motivated and dependable.
  • Excellent organizational and time-management skills.
  • Ability to work independently in completing project assignments.
  • Communicate clearly and concisely, both orally and in writing.
  • Pays strict attention to detail.
  • Good interpersonal and presentation skills for interaction with all levels of management.

Education and Experience Guidelines
  • Education/Training: Graduation from an accredited college or university with a bachelor's degree in public administration, business administration, industrial engineering, operations management or a related field. Master’s degree in public administration preferred.
  • Experience: Seven (7) years of experience as an management analyst or in a related position performing duties similar to those described above.
