THE POSITION

The Department of Housing Services is looking for a H omeless Services Outreach Program Coordinator. This new critical team member will help implement the voter-approved Supportive Housing Services (SHS) measure for Washington County. Our Homeless Services team works collaboratively across departments, public agencies and community-based organizations to create more than 1600 supportive housing placements for people experiencing prolonged homelessness. With an overall goal of ending chronic homelessness, we ensures equitable delivery of homeless services and housing outcomes in Washington County. As a Homeless Services Outreach Program Coordinator, you will be a key member n the Department of Housing Services, working closely with partners and stakeholders, supporting the development of policy, and operationalizing procedures in support of the growing street outreach program in Washington County. You will also work closely with contracted services providers to design programs, negotiate contracts, support and train service providers and ensure outcomes for outreach services and programs.

The ideal candidate will:
  • Possess a strong understanding of diversity, equity, and inclusion and how to center this perspective in all elements of public service work
  • Have experience in contract management with service provider organizations including procurement, training, and oversight procedures as well as methods of accountability in partnership.
  • Possess a broad understanding of homeless and housing programs including outreach services, access centers, shelter programming and supportive housing.
  • Demonstrate strong skills in project management as well as program development and implementation.
  • Demonstrate strong skills in organizing complex bodies of work, often with urgent deadlines.

MINIMUM QUALIFICATIONS

Education and Experience:

  • An Associate's Degree in a Health, Social Service, Business, or related field; AND three (3) years of work experience in program administration, development, evaluation, and/or contract administration. OR
  • Five (5) years of experience in program administration, development, evaluation, and/or contract administration.
Preferred Qualification
Though not required to apply, preference will be given to candidates with two (2) or more years of experience providing street outreach services and program implementation.

Additional Licenses, Certificates, Physical Abilities, and Specialty Requirements:
  • Must pass a criminal background check.
  • Some positions in this classification may require the possession of a driver's license valid in the State of Oregon and an acceptable driving record per Washington County policy.

SUPPLEMENTAL INFORMATION

Selection Process:
1. Minimum Qualifications Review: An evaluation of training and experience of submitted application packets will be performed by Human Resources. The timeframe to review will be the week of February 12, 2023.

2. Subject Matter Expert Review: A Subject Matter Expert (SME) Panel evaluates your responses to the supplemental questions and performs an overall evaluation of your application materials. This process will begin after February 19, 2023.

3. Interviews: Our goal is to schedule oral panel interviews with candidates that successfully pass the subject matter expert review as quickly as possible.

4. Start Date: A start date will be determined after all conditions of employment have been met.

Management, Administrative and Professional Personnel System (MAPPS) - FLSA exempt employees are paid on a salaried basis. The premise of salaried/exempt employment is that established compensation recognizes the time and effort needed to accomplish all assigned job duties. Job responsibilities may require work outside of the employee's standard work week or a work week in excess of 40 hours.

This position is not represented under a collective bargaining agreement.

Regular and limited duration full-time employees working 30 hours or more per week and job share employees are eligible for benefits beginning on the first of the month following employment. Job share employees are responsible for 50% of the premium. Part-time regular, variable hour, and temporary positions are not eligible for medical, dental, and vision benefits.
