Official Position Description:

Performs one human resources sub-program for District 3 (e.g., schedules interviews & participates in preliminary screening &/or interviewing of applicants such as Physical Abilities Testing (PAT)). Coordinates & administers PATs (e.g., distributes letters to candidates, reserves rooms & equipment, prepares PAT material, administers the testing). Coordinates & administers the Reading & Math Comprehension (RCM) testing using computer & related software (e.g., Microsoft (MS) Word, Excel & Outlook) to prepare & send letters & study materials to applicants to be tested; proctors the testing; prepares post testing information). Assists with pre-hire and onboarding (e.g., requests driver's licenses & background checks, gathers & processes paperwork necessary for hiring selected candidates) & ensures compliance with relevant ODOT & state policies & procedures.

Assists higher level Human Capital Management (HCM) staff in monitoring, preparing, &/or processing forms & reports (e.g., monitoring deadlines, receiving paperwork, creating posting requisitions, researching job &/or employee information) using a personal computer & related software (e.g., Taleo; Ohio Administrative Knowledge System (OAKS); Cognos; MS word, Excel, Outlook & Hyland Onbase).

Performs miscellaneous duties to facilitate operational efficiency of District Human Resources Office (e.g., uses telephone & personal computer (e.g., MS Word, Outlook) to respond verbally &/or in writing to inquiries from employees & general public; assists higher level Human Capital Management (HCM) staff with special projects & reports; assists & participates in District New Hire Orientation sessions (e.g., reserves & prepares room, schedules new employees, distributes orientation materials to new employees, presents at orientation sessions); prepares & distributes service awards; attends meetings, training, &/or seminars to keep pace with changes & trends in Human Resources; completes employment verification & reference forms; assists internal & external applicants in completing applications & explaining hiring process; sets up & maintains files & disposes records according to Department records retention schedule; maintains employee personnel files using Hyland OnBase; assists with recruitment activities by distributing informational brochures & participating in career/job fairs); enters Service Now tickets for applicable personnel actions; serves as back-up proctor for Highway Technician (HT) Academy testing. Performs other work-related duties as assigned.


Qualifications

4 courses or 12 mos. exp. in human resources.

  • Or equivalent of Minimum Class Qualifications For Employment noted above.

Knowledge of public relations; interviewing; civil service laws, rules & regulations*; agency human resources policies & procedures*; employee benefits (e.g., workers compensation, unemployment compensation, social security, disability insurance, public employees’ retirement)*; federal & state laws & rules governing fair employment practices (e.g., ADA, FMLA, EEO); technical writing; effective oral communication. Skill in operation of personal computer. Ability to define problems, collect data, establish facts & draw valid conclusions; calculate fractions, decimals & percentages; interview job applicants effectively; gather, collate & classify information about data, people or things; handle sensitive inquiries from & contacts with officials & general public; prepare meaningful, concise & accurate reports.

All bargaining unit and exempt new hires to ODOT must serve a one year probationary period.

This position is overtime eligible per FLSA Standards.

If this position is filled internally, the wage rate will be determined in accordance with the Ohio Revised Code.

All exempt promotions are required to serve a 6 month probationary period.
