  • Is .99231 FTE and works 258 days/year (including holidays)

JOB SUMMARY

Serves as lead over human resources functions for Child Development and Family Support programs (CDFS). Serves as a resource to staff on human resources services and concerns, Head Start Performance Standards, and program policies and procedures and applicable law. Performs a full array of difficult to complex, technical, professional human resource functions. Oversees hiring procedures, serves as a liaison with college human resources staff, and provides general customer service and other human resource functions. Compiles and analyzes data, prepares reports/recommendations for the program. Ensures compliance with applicable Head Start Performance Standards and with federal and state regulations.

ESSENTIAL DUTIES

Position Specific Duties

  • Develops and administers various human resources plans and procedures for CDSF staff.
  • Ensures compliance with applicable state, federal and Head Start employment requirements in conjunction with the MHCC Human Resources Office.
  • Maintains and updates personnel and health records in accordance with all relevant regulations.
  • Oversees the recruitment, onboarding, and employment of all CDFS staff.
  • Responds to and assists management and staff with a variety of personnel issues.
  • Conducts benefits orientations and enrolls new staff in the benefits management system.
  • Coordinates with college human resources, finance, and other operations staff to ensure that issues are addressed, facilitate projects, and ensure alignment of policies and procedures as needed.
  • Trains, develops, encourages, and motivates employees to enhance individual skills, promote professional growth, and maximize staff performance. Fosters a team environment that encourages and supports teamwork, and models and maintains high standards and performance expectations.
  • Recruits, selects, orients, schedules, and supervises staff. Evaluates staff performance and provides coaching; rewards and recognizes employees; holds staff accountable and takes disciplinary action, up to and including termination, as needed.
  • Assists with information gathering regarding collective bargaining/contract administration as directed by the Director of Head Start/Early Head Start.
  • Oversees personnel program data entry and reports.
  • Works closely with hiring managers to facilitate interviews and job offers.
  • Ensures appropriate onboarding of staff, substitutes and community volunteers.
  • Coordinates the central background registration of all employees.
  • Assists in the preparation of reports to meet funding regulations.
  • Reports suspected child abuse in accordance with Oregon Statute and Head Start procedures.


ADDITIONAL DUTIES

  • Performs all other duties as assigned.
  • Attends training sessions and participates in training opportunities.

Minimum and Desired Qualifications

Minimum Qualifications

  • Bachelor’s degree in human resources, business administration, or degree related to CDFS work including social work or early childhood education
  • One (1) year in a lead or supervisory role
  • Three (3) years of Human Resources experience
  • Must provide proof of full vaccination against COVID-19 OR have a medical or religious exemption approved by Mt. Hood Community College prior to the first day of work
  • Experience working with diverse backgrounds of the College’s community, students and employees; demonstrated commitment to promoting access and diversity

At the College’s discretion, additional qualifying education/experience may substitute for education/experience, on a year for year basis

Desired Qualifications

  • Master’s degree in business administration, human resources or related field
  • Professional in Human Resources (PHR) Certificate
  • Bilingual skills: oral and written fluency in English with fluency also in Spanish, Arabic, or another language that meets community/department’s needs

Additional Qualifications

  • Must be enrolled in the Oregon Criminal History Registry prior to beginning employment and enrollment must be maintained throughout employment
  • Post-offer fitness for duty evaluation, must be obtained within 30 days of hire date:
    • TB screening
    • Health appraisal
  • Recognizing and Reporting Child Abuse & Neglect training must be completed within 30 days of hire date
  • Introduction to Child Health and Safety training must be completed within 30 days of hire date
  • Prevention is Better Than Treatment training must be completed within 30 days of hire date

Working Conditions and Important Information

WORKING CONDITIONS Work is typically performed in a normal office environment while sitting at a computer terminal. Physical requirements include sitting for prolonged periods, walking, pushing and pulling of boxes and carts, and lifting and carrying files and boxes weighing up to 50 lbs. Frequent repetitive hand/wrist motion for keyboarding functions. Work pressure and workflow disturbances are expected. Periodic exposure to stressful situations, complaints and harassment in person and by phone. Works assigned schedule, and exhibits regular and predictable attendance. As directed to meet workload demands, works outside of typical schedule including evening/weekend hours.
