Reporting
The Director of Human Resources Reports to the Chief Financial Officer (CFO).

Bridges Home Services (BHS) HR Generalist (1.0) (this position co-reports to BHS Director) Receptionist/ Admin Assistants (1.5 FTE)

Management of the Primary Functional Areas
1. Organizational Development: Develops organizational strategies by identifying and researching human resources issues; contributing information, analysis, and recommendations to the agency’s strategic thinking and direction and establishing human resources objectives in line with agency objectives. In this role, this position is responsible for talent acquisition and onboarding, employee training, employee recognition and retention programs and succession planning.

2. Compensation and Benefits Management: Responsible for researching, establishing, and maintaining the agency’s compensation and benefits system. This involves researching and understanding the current and upcoming competitive markets for employee pay and benefits and identifying ways to control costs while ensuring that pay rates are fair and equitable to retain and recruit employees.

a. Compensation Administration: Administers the agency’s compensation policy and is specifically responsible for:

i. Maintaining the accuracy of job descriptions;
ii. Maintaining the relevance of our wage scale through internal job grading and regression analysis of external salary survey data;
iii. Management of the employee performance evaluation system;
iv. Records all changes in employees’ employment status; and
v. Assist Finance Department in the proper administration of the Paychex payroll system.

b. Benefits Administration: Administers the agency’s benefits programs.
i. Reviews proposals and chooses vendors that provide the best value for the company;
ii. Engages with physicians, insurance companies, brokers, attorneys, third party administrators, workers’ compensation companies, consultants and other benefits vendors around enrollment, billing, claims, applications/filings and any disputes that may arise that effect employee access to their benefits;
iii. Stays up-to-date on changing policies, technologies, services and state and federal regulations; and
iv. Educates employees on their benefit eligibility and coverage choices, especially during orientation and open enrollment periods.

3. Human Resources Policies and Procedures: Guides management and employee actions by researching, developing, writing, and updating policies, procedures, methods, and guidelines; communicating and enforcing organization values. This includes the maintenance of the Employee Handbook, all other human resources policies and procedures, and providing valuable input on policies and procedures for other functional areas as requested. Training of all staff on the policies and procedures as appropriate. Management of our internal training platform and oversight of ongoing workforce development/training programs.

4. Employee Safety & Wellness: Keep abreast of current occupational legislation and requirements to maintain our workplaces in OSHA compliance.

a. Work specifically with Facilities Manager and other agency managers in conductingsafety drills with staff and train workplace personnel to deal with any kind of emergency. Responsible for maintaining records of drills and training.

b. Work specifically with Facilities Manager and other agency managers in facilities security to include lockdown procedures and key inventory.

a. Assist functional managers in maintaining an ergonomic friendly work environment; utilize outside resources (i.e., Workers’ Compensation Carrier) when addressing complex/challenging situations.

b. Utilize the Employee Safety Committee for reviewing employee safety concerns and/or accidents and make recommendations for improvement/hazard elimination, etc.

c. Administer our Drug Testing Policy (as applied).

d. Promote and educate staff on our Employee Assistance Plan.

5. Legal Compliance: Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions in areas that include but are not limited to: ADA; FMLA; AA/EEO; FLSA and HIPAA. Provides guidance on disciplinary actions and termination in alignment with agency policy, federal or state regulations and ensures agency risk is minimized.

6. Reporting:Responsible for the accurate tracking of information and timely submission of all Human Resource department reports (both internal and external) including but not limited to regulatory, labor, personnel, benefit, audit, and associated reports as directed.

7. Budgeting:Develops human resources operation’s financial strategies by estimating, forecasting, and anticipating requirements, trends, and variances; aligning monetary resources; developing action plans; measuring and analyzing results; initiating corrective actions; minimizing the impact of variances.

Minimum Job Experience

· BS/BA required; MBA desired
· 8 or more years progressively responsible work experience including 3-5 years supervisory experience.
· Nonprofit experience highly desirable
· SHRM or HCRI Professional Human Resource (PHR) certification preferred; Senior Professional HR (SPHR) certification highly desired.

Physical Demands

The work is performed primarily in an office setting and involves the everyday risks or discomforts typical of such environments. There are some irregular hours and evening work. At times there may be frequent travel within the agency’s area of service.

Pay: $68,000.00 - $73,000.00 per year
